00:00Good afternoon. We begin our bulletin with breaking news. A light plane has
00:04crashed in Bosley Park in the city's southwest, coming down within meters of
00:08a sporting field and primary school. Straight 2 reporter Madison Scott is at
00:12the scene. Maddie, two people were on board. Are they okay?
00:18Yeah, well, Sophie, you can clearly see that mangled aircraft there behind me in
00:23the bushes, and the pilot and his passenger have managed to walk away
00:28doing okay. One has a bloodied nose, and detectives from New South Wales
00:33Police are right now talking to the both of them, trying to decipher what
00:37exactly happened this afternoon. Now, we do know that that plane took off from
00:41Bankstown Airport just before 2 30 this afternoon. They were in the air for
00:45just six minutes before that May Day call came through. Now they were on
00:51route to make an emergency landing back at Bankstown Airport, but obviously
00:55never made it coming smack bang down in the middle of a school just behind behind
01:01us here and homes just on this side of the road. So luckily, more people
01:06weren't involved or injured, and that school bell was just about to go off
01:11when that plane came crashing down. So we've had kids described to us what
01:15they saw sitting from their classroom window.
01:19I heard a plane crash as soon as, um, five minutes before the bell. I saw the
01:24plane over. I saw a tiny plane coming through, and I saw it kind of lost
01:29control, and then it went and then it went into the trees.
01:34So, Sophie, if that bell had rung and if that plane had come down moments
01:40later, this could have been very different scenario with kids flooding
01:43out onto this large oval here. Now there is 300 litres of avgas that is
01:49still in that aircraft, so there is an exclusion zone around here and fire and
01:54rescue are working with that and to keep everyone safe at a very chaotic
01:59scene for Bosley Park this afternoon. An incredibly lucky escape as well.
02:04Matty Scott, thank you for that update. A man has been refused bail after
02:08being charged with assault over an alleged kidnapping in the city
02:11southwest. Police say they were told a 26 year old man was allegedly armed
02:16with a gun holding a 29 year old woman against her will. They were later
02:20found in Claymore, where the man was arrested. A witness describing the
02:24heavy police presence. Guns you wouldn't usually kind of think you'd
02:30see on the streets of, you know, anywhere in Australia. Um, you know,
02:34they all get up. It was quite quite intimidating. Police say they didn't
02:38find a gun. There's been a major response at Melbourne Airport when a
02:42passenger opened an emergency exit door and climbed onto the wing of a jet
02:47star plane. The aircraft had only just touched down from Sydney when the
02:50mayhem broke out. More from Laura Turner. This was a jet star flight from
02:56Sydney to Melbourne. It was J Q 507 about 10 o'clock this morning that
03:01this drama unfolded. Passengers have told nine news that as soon as the
03:05plane's wheels touched the ground, this man tried to get out of his seat and
03:10exit. He was swiftly told by staff on board to get back to his seat, but they
03:14say it wasn't long after that, but he made a charge for the exit row,
03:18pushing other passengers out of the way to get to that emergency exit door. I
03:24grabbed Audrey's hand and I squeezed it just out of sheer terror. I was like,
03:27what are we gonna do? Is there any way we can get under the seats? Is there
03:31anywhere we can run? We didn't know if he had a weapon or anything like that
03:34because my immediate reaction was that someone had been hurt. Now, they said,
03:37despite the emergency slide deploying, he actually jumped onto the wing and
03:42then jumped down over the plane's engines onto the tarmac. That is where
03:47he was met by three ground staff. We then apparently tried to fight off his
03:53chest was coming. He was trying to get away and he was yelling. He was trying
03:56to fight them, holding him saying, hit me, hit me and then and then you know,
04:01you've you've hurt me. Jet star has confirmed that this man did get out of
04:07that emergency exit door after the plane had landed. They said everyone is
04:11safe and well though post this happening. Uh Melbourne Airport has
04:15said to that it's proud of how swiftly employees responded to this incident
04:21and is satisfied that everyone is safe and well. Sadly for those on this jet
04:25staff like they did have to wait a fair few hours to get their luggage given
04:31that that inflatable slide was blocking the area where the luggage was on the
04:35plane. So they did have to wait for that. But luckily no one was injured in
04:40this incident. Federal police, the A. F. P. Did arrest this man and they're
04:44now considering charges. A major reform of the National Disability Insurance
04:49scheme aimed at cracking down on dodgy providers is edging ever closer live
04:54now to politics reporter Claudia Rodoljak. Claudia, the new laws are set
04:58to pass parliament soon. Yes. So if the federal government expects the new
05:02laws will formally pass parliament in the next couple of hours after
05:06amendments were agreed to in the Senate earlier this afternoon, the
05:09changes will transform the N. D. I. S. And what services are available to
05:14participants giving greater powers to governments to make rules on how funding
05:19can be spent. Labor has been looking at ways to rein in spending after
05:23accusations of some people spending their funding on sex services, drugs and
05:28expensive holidays. These reforms are expected to save the government more
05:32than $14 billion over four years. But disability groups have serious concerns.
05:38That means cutting funding from people in need. There is also
05:48there is also the knowledge
05:51that we have
05:53that we have been here before. Disabled people and our organisations fought so
06:00long and hard against this bill. The bill will ensure clarity as to what you
06:05can and can't spend your funding on. It will be co designed the new system
06:08co designed with people with disability and their families. While some
06:12disability advocates are clearly disappointed today in the aged care
06:15sector, it's a different picture. Providers backing in major reforms they
06:20say will save the industry. Labor and the coalition have agreed in principle
06:24to dropping criminal penalties like jail time for directors who breached the
06:29and making wealthier elderly Australians pay more for their care. It's expected
06:34to cost for pensioners. The cost for pensioners rather will also rise and
06:38the federal government will pay more to providers welcoming the move to
06:42protect staff in an industry that is struggling to get enough workers. We
06:46don't want to resist rigor. We agree with that. But we believe as the only
06:51part of the health care system that would face such penalties would be a
06:56disaster for older people because the good leaders would stay away and would
07:02not be seeking to lead in this space. And we are desperate for great leaders.
07:06There is a lot of pressure on the care economy, a lot of pressure on the
07:10budget. Our motivation, whether it's in the NDIS or in aged care is to provide
07:14a higher standard of care in a more sustainable way. While the changes are
07:19being finalised, they haven't been formally ticked off yet. The aged care
07:24industry now just wanting certainty so they can make investment decisions that
07:28improve care for our elderly. Sophie. Claudia, thank you. Almost 200,000
07:34Australian families could benefit from proposed changes to the paid parental
07:38leave scheme. The federal government introducing a bill to Parliament today
07:42that would give eligible parents an additional 12% payment to add to their
07:46superannuation fund. It would boost retirement funds by an extra $3,000 a
07:51year. We believe that women shouldn't pay an additional financial penalty just
07:57because they're taking time out to do important work like this. This is about
08:02the cost of living, it's about retirement, it's about fairness, it's about making
08:06sure that more Australian women can retire with more super and have a more
08:10dignified and secure retirement. If passed, the changes would come into
08:15effect from July next year. A national inquiry into the hidden threat of toxic
08:21forever chemicals found in drinking water and everyday products has just
08:25been announced by the federal government. Earlier this week, the alarm was raised
08:29about concerning levels of PFAs in some of our city's water catchments, which
08:34Sydney Water said they were monitoring closely. The cancer-causing chemicals are
08:38also found in personal care products, cleaning products and nonstick cookware.
