00:00President Bongbong Marcos is just waiting to pass a law, the Archipelagic Sea Lanes Bill.
00:07The bill has been approved by the Bicameral Conference Committee
00:10to ban foreign ships and aircrafts that are illegally allowed to enter the Philippines.
00:16We have first news from Joseph Moro.
00:23Both the House and Senate approved the Bicameral Conference
00:26to ban the archipelagic lanes of the Philippines.
00:31These are like highways around the Philippines
00:33where ships and aircrafts can pass freely, even if they are from other countries.
00:38The bill also bans the penalties for ships and aircrafts that are illegally allowed to enter the Philippines.
00:45This is a road.
00:47If this is your axis,
00:50this is it, right?
00:51The one in the middle.
00:52The one in the middle.
00:54So 25 here, 25 here, if they don't comply with Section 23,
01:00we can deny them access.
01:01Not just the, it's hard to mention, not just the PLA,
01:05and other states.
01:08If they don't comply with that, they won't be able to cross us.
01:11Some of these provisions may allow ships and aircrafts to pass freely,
01:16but they can't stop, anchor, or dock,
01:19unless there's an accident or someone is helping another ship.
01:24Ships must always be identified by their automatic identification system
01:30and comply with the Philippine Coast Guard and Civil Aviation Authority of the Philippines.
01:34Ships and aircrafts that cross the archipelagic sea lanes
01:38should not violate the sovereignty, territorial integrity, and political independence of the Philippines and international law.
01:47The Panokalang Batas was passed in front of several patrols of Chinese ships in the West Philippine Sea.
01:54That's why it will give a kick to our victory in 2016 against China.
01:59Is strengthening our arbitral award?
02:01Timely, coincidentally.
02:03But will the Philippines use this against the entry of other countries into our territory?
02:09It will have to be approved first by the International Maritime Organization.
02:13Once the IMO is approved, it's a global notice to everyone.
02:18This is the ASL of the Philippines, you have to comply.
02:22And IMO is very strict when it comes to enforcement mechanisms.
02:28So if the IMO is heavy...
02:31The Maritime Zones Bill was first passed in July in the BICAM,
02:34which establishes the boundaries and sovereign rights of the Philippines,
02:38such as the Exclusive Economic Zone or EEZ, which is commonly known as the West Philippine Sea.
02:43The two Panokalang Batas were targeted to be submitted by the Congress next week to the President
02:49for it to be signed and passed into law.
02:53It's time for the President to sign it.
02:55It will be issued as a proclamation and it will be effective within six months.
