Hungarian Prime Minister Viktor Orban, speaking on the sidelines of the Economic Forum in Cernobbio in Italy, says communication, then ceasefire are the necessary first steps before negotiating a peace agreement. Military support for Ukraine has been a major discussion point during the forum. "My point is first, communication, second ceasefire," Orban says, "then (you) start to negotiate on a peace arrangement."

00:00All libraries of European governments and capitals have hundreds of books about peace
00:13management, how to create peace.
00:16And this literature and my personal experience is that the first question is communication.
00:21If there is no communication, the war is getting worse and worse.
00:26There is a misunderstanding widely in the Western public opinion that we first should
00:32put together a peace plan and then to start to negotiate and then to have a ceasefire.
00:37It's not true.
00:38If you look at how the peace management happened in the last 30 years globally, ceasefire was
00:45always the first, peace agreement was always the second.
