00:00The camp of Kingdom of Jesus Christ leader Pastor Apollo Quiboloy is asking to be house-arrested or transferred to the custody of the AFP.
00:08It seems that the government and the camp of Quiboloy will be shocked if he surrendered or was cornered by the authorities.
00:16Maris Umali reports.
00:19We are not the breakers.
00:22On August 24, when the police entered the compound of Kingdom of Jesus Christ or KOJC in Davao City,
00:30their mission was to arrest KOJC founder Pastor Apollo Quiboloy and other accused.
00:36The authorities handed Quiboloy to the camp crammy.
00:41According to the PNP, he is the one wearing a cap with an eagle mark,
00:45covered from his face to his body.
00:48The faces of the accused and KOJC members, Jacqueline Roy, Ingrid Canada, Crisente Canada, and Silvia Semanes, are also covered.
00:58Before this, they were given Miranda Rights and were put under a booking procedure.
01:05Those who were arrested in this process were learned by the PNP before they were distributed to the media.
01:11They were given mug shots.
01:13They are now in prison at the PNP Custodial Center.
01:16The camp of Quiboloy is being cornered.
01:19The pastor surrendered and was not arrested.
01:22An arrest is only made when there is an actual restraint of the person to be arrested.
01:26In this case, there was no actual restraint.
01:28He decided to make the ultimate sacrifice of surrendering so that the sufferings of his members would end.
01:38But President Bombo Marcos and the Interior Department insisted that they were cornered, so they were forced to surrender.
01:44It will not be clear if we do not chase the accused.
01:49What happened was that he was forced to leave because the police were already close to him.
01:54Our police were determined, and my instruction to them,
01:58this is the last time, I said, when we enter, do not leave until you get A.
02:04And that's exactly what they did.
02:06For me, it makes no difference if you surrender.
02:09Because that's it, practically, you were cornered.
02:13The DILG Secretary insisted that the information being distributed outside the KOJC compound should be hidden.
02:19Quiboloy surrendered.
02:20It's like a cartoon.
02:22Do you know why?
02:24If you're already outside, then run away.
02:27They've been saying this for a long time.
02:29He will not be arrested, right?
02:31The DILG wants to investigate and find out the truth about Quiboloy.
02:36The lawyer of the pastor who was involved in the investigation is ready.
02:41He had to meet his leaders again.
02:45That is why on September 8, there was already a decision that he will surrender.
02:51And on September 8 in the morning, I was informed about it.
02:54And in front of the ISAF officers and the PNP, the decision was made.
03:01Prior to September 7, he was not in the compound.
03:04He also insisted that he only just found out where Quiboloy was hiding.
03:08He told me that he was in the mountains of Davao City.
03:12I was not able to verify from him.
03:15The events happened too fast.
03:19On Friday of last week, the PNP received a tip that Quiboloy was hiding inside the ACQ College of Ministry.
03:271,000 staff and SWAT were assigned to surround the place to make sure that no one could leave.
03:34The final assault was successful, but there were surrender feelers, which is why the arrest was delayed.
03:39At 10 p.m., we heard about the feelers.
03:43The National Headquarters called because the feelers were of high level.
03:47The negotiations were held until 1 p.m.
03:51My first assault was held until 3 p.m.
03:57The camp of Quiboloy wanted to surrender and board the plane to Manila.
04:03A C-130 plane of the Air Force arrived in Davao and left the place where Quiboloy was hiding.
04:09They were boarded by a convoy that traveled with them to board the C-130.
04:13According to the President, Quiboloy asked for the presence of the Armed Forces of the Philippines in his landing.
04:19But the AFP and PNP were the first in the operation.
04:24I hope that the AFP will be present because he did not trust the police.
04:29So fine, that's what we did.
04:31But let's be very clear, this was a police-led operation.
04:36There were cases of qualified human trafficking and child abuse and sexual abuse here in the Philippines by Quiboloy.
04:42Quiboloy was also wanted by the Federal Bureau of Investigation of the United States
04:46for cases of sexual trafficking of minors, fraud, conspiracy, bulk cash smuggling, and money laundering.
04:53Now that the arrest order of the court for Pastor Quiboloy has been executed,
04:57the next thing he will face is in the hands of the judicature.
05:01The President assured that his rights will be protected
05:05while there will be no special treatment given to him.
05:08Quiboloy was brought by his lawyer to the PNP Custodial Center.
05:12They asked the court for Pastor Quiboloy's release.
05:15We filed a motion for the transfer of his custody to the AFP, citing among other grounds, security reasons.
05:23And we are hoping that the court would grant the same,
05:27or at the very least a house arrest, knowing that he is already 74 years old, he has a health condition.
05:36But the Defense Department said that the motion to transfer Quiboloy's custody to the AFP will be held.
05:42The AFP facilities have strict operational security protocols,
05:47so it is not the agency that should hold the custody of suspects in criminal cases.
