00:00Pertamina Persero claims that the price of Aftur is competitive and in accordance with the rules in place.
00:14On the other hand, the price of Aftur also considers the volume demand of each airport in accordance with the frequency of aircraft movements.
00:23Pertamina Persero claims that the price of Aftur is competitive and in accordance with the rules in place in Indonesia.
00:32The statement was made by the USAI, the leader of Air Asia, which claims that the price of Aftur fuel in Indonesia is the most expensive in ASEAN.
00:41The secretary of Pertamina Patra Niaga Subholding Commercial and Trading, Happy Wulansari, said that the price of Aftur sold on the 1st to 30th of September is 13,211 rupiah per liter.
00:54Happy claimed that the price is much lower than in Singapore, which reached 23,212 rupiah per liter in the same period.
01:04According to Happy, the competitive value of the price of Aftur published by Pertamina is also equal and lower compared to the price per liter published in the country, which has a geographical landscape similarity.
01:17Pertamina Patra Niaga also claims that the price of Aftur sold by the Ministry of Energy and Mineral Resources Decision No. 17 in 2019
01:26is lower than the price of Aftur sold by the Ministry of Energy and Mineral Resources Decision No. 17 in 2019.
01:35In addition, the price of Aftur sold by Pertamina is based on the Min of Flat Singapore, which is the nearest market price.
01:43The price of Aftur also considers the volume demand from each airport according to the frequency of aircraft movements.
01:51Previously, the CEO of Air Asia, Tony Fernandes, revealed the reason why aircraft tickets in Indonesia are more expensive than other Asian countries.
01:58One of them is because of the high price of Aftur.
02:01Various sources, IDX Channel.
02:07To discuss our topic this time, the price of Aftur at a competitive level.
02:11We are connected via Zoom with Mr. Bayu Sutanto, SEGEN Indonesia, National Air Carrier Association or INACA.
02:18Good morning, Mr. Bayu.
02:20Good morning, Mr. Prat.
02:22Good morning, too. Thank you for your time and for joining us, Mr. Alvin Lee, Flight Security.
02:28Good morning, Mr. Alvin.
02:30Good morning, sir.
02:31Good morning, Mr. Alvin.
02:33Good morning, Mr. Alvin.
02:36Thank you for your time.
02:38Let's go straight to Mr. Bayu.
02:39The industry actor has updated what the price of Aftur movement in Indonesia has been since the beginning of the year.
02:45At least, until now.
02:46at this time. Mr. Bayu, please.
02:50Yes, okay. So, the price of Aptur
02:52is also affected by the price
02:56of fuel,
02:58the price of fuel in the world too.
03:00So, if there is an increase
03:02in the world,
03:04going up and down,
03:06it also has an impact
03:08because the price of Aptur in
03:10Indonesia is
03:12adjusted
03:16or increased
03:18twice a month,
03:20so every 15 days.
03:22And,
03:24it goes up and down.
03:26That's what it is.
03:28Then, the price of Aptur
03:30is also greatly affected by
03:32the price of US dollars too.
03:34If the price of US dollars goes up, of course it will go up.
03:36Because we are now
03:38the net importer.
03:40For CBN,
03:42not only Aptur, but other CBN too.
03:44Between domestic production
03:46and what is needed,
03:48half of the production.
03:50So,
03:52of course, the price of US dollars
03:54is also greatly affected.
03:56Okay, that's it. There are two components
03:58that may have an impact related to the fluctuation
04:00of the price of Aptur
04:02that is sold in Indonesia.
04:04There was an adjustment that has been done.
04:06Actually, for a month, it has been done twice
04:08and the price or movement
04:10of US dollars is also affected.
04:12How, Mr. Alvin, do you see
04:14the condition of the movement of the price of Aptur?
04:16Then, the impact
04:18is related to the national aviation industry
04:20after quite a lot of news
04:22that the price of Aptur in Indonesia
04:24is quite expensive.
04:26I think I haven't mentioned the price of Aptur yet.
04:28I think the condition of the
04:30Indonesian air transportation industry
04:32at the moment
04:34is not healthy.
04:36Because, on the one hand,
04:38there are a lot of
04:40complaints,
04:42I don't know who complained,
04:44that
04:46the price of our tickets is
04:48considered expensive.
04:50On the other hand,
04:52our air transportation industry
04:54feels difficult because
04:56for five years, the price of this ticket
04:58has not risen.
05:00This is
05:02wrong. The consumer feels heavy,
05:04the airline also feels heavy.
05:06Then I tried to
05:08divide it. It turns out that
05:10what the consumer feels heavy
05:12is that the consumer does not know
05:14that the price paid
05:16by the consumer is not just
05:18the price of the ticket, but
05:20in the price of the ticket paid,
05:22there is a tax element
05:24or PPN 11 percent,
05:26there is also airport
05:28retribution called
05:30passenger service charge
05:32which
05:34our public often
05:36mispronounces it as
05:38airport tax.
05:40This is what makes
05:42the size become
05:44heavy for the consumer.
05:46This is also often
05:48the officials who
05:50make statements
05:52that the price of the ticket is expensive
05:54without mentioning
05:56the details, so
05:58the service of air transportation
06:00is considered as a commodity
06:02like mango fruit,
06:04the price is expensive or not without
06:06looking at the components
06:08and what is the quality
06:10like. The comparison is also not
06:12necessarily the same.
06:14For example, the same
06:16route, for example
06:18from Jakarta to Jogja,
06:20it happens to be served, there are
06:22those who serve with
06:24Airbus 320 jets,
06:26there are also those who serve with
06:28R72,
06:30the same route,
06:32the same distance, the same airline,
06:34those who use
06:36this plane can double
06:38the price compared to the
06:40Airbus 320, which is considered
06:42expensive.
06:44So before I go into the article,
06:46let's see first, the source of
06:48the problem is because it is evaluated
06:50the price of our ticket is expensive.
06:52Mr. Bayu, what do you
06:54see? It's literally
06:56we talk about how
06:58the public opinion is related to the components
07:00of the price of the ticket itself,
07:02from the airline industry
07:04how do you see it?
07:06So,
07:08Mr. Alpin,
07:10the point is
07:12from the price of the ticket which is
07:14considered expensive,
07:18to conclude,
07:20because this article
07:22is a component of the cost
07:2440-50% of the price
07:26of the ticket.
07:28So,
07:30people assume or
07:32expect
07:34if the price of the ticket is cheap,
07:36the ticket will be cheap.
07:38For Mr. Alpin, the price of the ticket
07:40depends on the components.
07:4240-50%
07:44plus the US dollar.
07:46If I want to discuss
07:48the issue of the price of the ticket
07:50with you,
07:52we are businessmen,
07:54so we know the data.
07:56If the ticket is in Cengkareng,
07:58what is the price?
08:00In Cengkareng,
08:02the first two weeks
08:04of October,
08:06the price is Rp. 13,211.
08:08If in Kurs,
08:10Rp. 15,600
08:12the price per liter
08:14is in the US dollar
08:160.86 cents
08:180.86 cents
08:200.86 US dollar
08:22or Rp. 86 cents
08:24Then,
08:26I also have data in Kuala Lumpur
08:28Kuala Lumpur
08:30there are Kuria and Sumpang
08:32Kuria is the cheapest
08:34maybe because the volume is a lot
08:36only Rp. 60
08:380.59 or Rp. 59
08:40Meanwhile,
08:42in Sumpang Airport,
08:44because the frequency
08:46is not much,
08:48there,
08:50the price is sold
08:52Rp. 0.68
08:54In Singapore,
08:56it's the same
08:580.68 or Rp. 64
09:00Meanwhile,
09:02in Johor and
09:04in
09:06where
09:08Sumpang is more expensive
09:10so the cheapest in Malaysia
09:12of course in Kuria Airport
09:14Kuala Lumpur Airport
09:16is the cheapest airport in Indonesia
09:18Meanwhile,
09:20in China, we fly to
09:22Shandong or Guangzhou
09:24if we fill up there,
09:26the price is 0.68 or
09:28not up to 0.78 cents
09:300.68 cents
09:32So, compared to
09:34Singapore and Malaysia,
09:36the actual price in Indonesia
09:38in Chengkareng is the most expensive
09:40If we talk about the price,
09:42because yesterday,
09:44the minister said
09:46he likes to eat
09:48black goat's intestines
09:50So,
09:52I think
09:54about
09:56the actual price
09:58So,
10:00I don't know who said that
10:02Okay,
10:04Mr. Afin, so there are many factors
10:06that determine the best
10:08if the actual price is
10:10around 40%
10:12but the actual price
10:14is quite varied
10:16How do you see it?
10:18How expensive is it?
10:20Is it true that
10:22in ASEAN,
10:24the actual price is expensive?
10:26Okay,
10:28as Mr. Bayu said,
10:30the price goes up and down
10:32I also saw
10:34that the actual price
10:36in Indonesia is
10:38cheaper than Singapore
10:40So,
10:42I'm trying to explain
10:44why the actual price in Indonesia
10:46can go up
10:48Is it because of the Pertamina
10:50that the actual price
10:52is already too expensive
10:54the processing
10:56or then
10:58they take too much laba
11:00or there are other costs
11:02that
11:04become a burden
11:06I think for the actual price,
11:08there is a supervisor
11:10if the price is too expensive
11:12then the BPK will definitely come in
11:14Okay,
11:16there is also a standard for taking laba
11:18it is impossible to be able to
11:20take too much laba
11:22I see in Indonesia
11:24that there is a potential to increase
11:26the cost of Pertamina
11:28This is the first
11:30cost
11:32for
11:34storage
11:36Because this Pertamina
11:38serves not only at
11:40Soekarno-Hatta Airport, but also
11:42at 72 airports
11:44Well, 72 airports
11:46probably also the volume
11:48is not big, small, but
11:50it must be there
11:52This is the cost of transportation and storage
11:54becomes expensive
11:56there. Then,
11:58at the big airport itself,
12:00like at Soekarno-Hatta Airport
12:02As far as I know,
12:04the infrastructure
12:06is the one who built Pertamina
12:08built the tank, then
12:10pipes and so on. After that,
12:12it was handed over to
12:14Angkasa Pura
12:16Well, by Angkasa Pura
12:18this Angkasa Pura
12:20has a fee
12:22every liter that passes
12:24on the pipe is charged
12:26X percent
12:28or X rupiah
12:30So this of course adds
12:32to the cost of Pertamina
12:34And strangely,
12:36at airports that do not
12:38use pipes, it is also
12:40charged X rupiah. So from the tank
12:42it is carried by a tank car
12:44put into the plane
12:46it is also charged X rupiah
12:48This of course adds
12:50the cost so that it increases the price
12:52of our after
12:54The second is also
12:56the price of our
12:58after is also burdened
13:00by
13:02the cost of
13:04BPH MIGAS
13:06the body regulates
13:08MIGAS feathers
13:10as PNPP
13:12every liter is charged
13:14if I'm not mistaken
13:160.25 percent. This is all
13:18adds to the cost
13:20and
13:22at the end
13:24is burdened
13:26to
13:28the airline
13:30who buys it, right? Because Pertamina
13:32wants to be burdened by anything,
13:34if it's the regulation, it's okay.
13:36Not to mention
13:38now for
13:40this storage rental
13:42is also not cheap
13:44because it is also regulated
13:46the rental is regulated by the government
13:48I haven't got
13:50the value of the rental
13:52at the airport, but
13:54this increase is quite significant
13:56I give an example that I have the data
13:58for example at the port
14:00Tanjung Mas, Semarang
14:02PELINDU was in 2023
14:04last year for the PBB
14:06land tax and the construction
14:08that NGOP
14:10is calculated at Rp. 595,000
14:14per square meter
14:18not up to Rp. 600,000
14:20for 2024
14:22this NGOP
14:24increased from Rp. 595,000 last year
14:26this year
14:28to Rp. 11,075,000
14:30PELINDU
14:32of course
14:34raises the burden
14:36but
14:38how much will the burden go down
14:40and this is what then becomes
14:42the cost of logistics
14:44I think
14:46this is also experienced by Pertamina
14:48how much is the rental
14:50I think Pertamina
14:52needs to be open here
14:54can we have
14:56a mechanism
14:58that the price of Aftur will be more competitive
15:00or is the current price
15:02already competitive and affordable
15:04we will discuss in the next segment
15:06Mr. Bayu and Mr. Alvin and Mr. Mirza
15:08make sure you are still with us
15:23we will continue
15:27this discussion
15:29about how to make the price competitive
15:31from Aftur Indonesia
15:33together with Mr. Bayu Sustanto, Sec. Inaka
15:35and Mr. Alvin Li, Flight Observer
15:37Mr. Bayu, maybe you can tell
15:39about the current price of Aftur
15:41is it already at the competitive level
15:43is it still
15:45at an affordable level
15:47for operational
15:49aircraft carriers
15:51in Indonesia, please
15:53yes, I
15:55have also said
15:57that the price of Aftur
15:59at Sembarang airport
16:01is
16:03compared to neighboring countries
16:05Asia, Singapore
16:07Malaysia
16:09Kuala Lumpur
16:11and so on
16:13is still the most expensive
16:15so
16:17the reason is
16:19according to the regulations
16:21so there is a regulation
16:23about Aftur base
16:25at Sembarang airport
16:27based on the letter
16:29of the decision of the Minister of Aviation
16:31on March 17, 2019
16:335 years ago
16:35the Minister of Aviation
16:37there it is said that the deployment
16:39of Aftur base
16:41is based on MOC
16:43mean of life of Singapore
16:45international oil
16:47international oil
16:49plus constanta
16:513581
16:53plus
16:55margin
16:5710%
16:59that's
17:01outside what Mr. Alvin Lee said
17:03there is the cost of BPA
17:05there is
17:07BPH
17:09there is the cost of inventory
17:11or the cost of BPM defense
17:13and so on
17:15this is what makes the Aftur base price
17:17quite expensive
17:19actually from the KPPU
17:21we heard from one of the
17:23commissioners, they have
17:25given input to the Minister of Aviation
17:27why the cost of defense is the highest
17:29because the cost of defense
17:31for internal fuel
17:33or fuel
17:35or solar
17:37is around Rp. 2,500
17:39this is what makes
17:41the cost of defense
17:43and has never been reviewed
17:45but the second
17:47there is also
17:49government regulation number 11
17:51which I listed as PC 015
17:53in 2015
17:55about
17:57the deployment of
17:59non-state bases in
18:01the area of the Ministry of
18:03Transportation, including the
18:05national airport
18:07which is not
18:09a non-state airport
18:11that's where Pak Alfin was confused
18:13there is the cost of
18:15concession, then
18:17even though there is no
18:19used pipe
18:21because the engine
18:23or Aftur to the plane
18:25with a high car
18:27or regular
18:29not with hydrant
18:31with pipe and so on
18:33because in other countries, like
18:35earlier, we are usually charged
18:37from buying 10,000 liters
18:39the price was Rp. 68,000
18:41for example
18:43then charged again per liter
18:45there is around Rp. 3,000
18:47because every
18:49seller in this case
18:51or petrol or diesel or cell
18:53he has to rent
18:55a network or
18:57distribution
18:59Aftur at the airport
19:01that makes it expensive
19:03which is our hope
19:05the price is not different
19:07with
19:09Kapur, Kuala Lumpur,
19:11Johor,
19:15if
19:17I remember the old
19:19documents
19:21before the Taliban
19:23and the price of Aftur
19:25the airline
19:27is
19:29affordable for
19:31the airline
19:33around Rp. 70,000
19:35Rp. 70,000 per liter
19:37is the ideal price
19:39so the airline can get
19:41a good margin
19:43because right now, the airline
19:45has a very low margin
19:47you can check
19:49in the real report
19:51the average airline in the world
19:53has a margin of only 1-3%
19:55yes, yes
19:57well
19:59we hope it can be around
20:01Rp. 70,000
20:03because
20:05for information, if we buy
20:07for domestic flights, it is not affected by the PPM
20:09but for international flights
20:11it is affected by the PPM
20:13well, this is interesting
20:15Mr. Alvin, what do you think
20:17with some facts
20:19that have been said by Mr. Bayu
20:21how far will the movement
20:23from our Aftur price
20:25then how competitive
20:27it can support the national aviation industry
20:30yes, I see it like this
20:33we must have
20:35the same vision as before
20:37the government
20:39the Indonesian air transportation industry
20:41what will it be like
20:45if we look at the air transportation industry
20:47it is under the Ministry of
20:49Relations
20:51the name of this relationship is actually
20:53the focus is on connectivity
20:55well, it's wrong
20:57now
20:59air transportation is always
21:01related to tourism
21:03which I consider this too narrow
21:05tourism
21:07this is just one of the activities
21:09economy and not
21:11just air transportation
21:13many elements
21:15well, the problem
21:17air transportation
21:19ecosystem is
21:21not just Aftur, yes
21:23what kind of components
21:25Mr. Bayu must know
21:27even though the Minister of Trade has
21:29given relaxation
21:31but the implementation is still far
21:33even from Angan-Angan
21:35then
21:37the costs are high
21:39then also
21:41for example, tax
21:43this is weird
21:45for domestic flight
21:47the price of the ticket is applied to the PPN
21:49but if you buy a ticket abroad
21:51not applied
21:53PPN 11%
21:55Aftur also
21:57for domestic flights
21:59PPN 11%
22:01but Mr. Bayu's plane has a transnusa
22:03one flies from
22:05Sukarno Hatta to Denpasar
22:07PPN 11%
22:09the other one flies to Kuala Lumpur
22:11the one to Kuala Lumpur
22:13Aftur does not hit PPN 11%
22:15this actually makes
22:17for domestic
22:19flight
22:21not interesting
22:23and I'm not surprised
22:25now if the airlines
22:27also choose to fly abroad
22:29not set the upper limit rate
22:31lower limit rate
22:33following the market mechanism
22:35not at the peak of PPN
22:37can be more competitive
22:39this is also with
22:41Aftur price
22:43it turns out that the Aftur price is also
22:45regulated by the government
22:47there is an upper limit rate
22:49there is a constant rate and so on
22:51if the government
22:53wants to promote
22:55our air transportation
22:57this also includes the costs
22:59related to
23:01the operating cost
23:03of the airline, including
23:05costs burdened
23:07to Aftur
23:09there is a land rental fee
23:11then
23:13there is still a throughput fee, there is still
23:15BPH Mikas interest, there is still a concession
23:17well
23:19the best thing is if
23:21studied more
23:23comprehensively
23:25if you have
23:27a land rental fee, don't get
23:29a throughput fee again, don't get a concession
23:31and so on, don't
23:33layer
23:35everyone wants to take advantage
23:37without seeing the impact
23:39on our
23:41flight ecosystem.
23:43So there are still some
23:45tasks that need to be completed
23:47and this involves many stakeholders
23:49how to determine the price of Aftur
23:51then their policies
23:53related to the allocation of the price of the plane ticket
23:55where Aftur is included
23:57hopefully this is also a win-win solution
23:59from
24:01stakeholders
24:03related to the aviation industry in Indonesia
24:05Mr. Bayu, thank you very much for the time
24:07sharing that you have delivered, Mr. Alvin, thank you

24:11given to the audience today
24:13the importance of how the public also understands
24:15the components of the allocation of
24:17the price of Aftur, then the allocation
24:19of the price of the ticket, which also includes
24:21the movement of the price of Aftur itself
24:23thank you, continue your activities
