00:00Members of the House of Representatives, the MMDA issued a law that prohibits swimming and playing in the flood
00:06because of the danger it brings to health.
00:08This is Dano Tingcunco's report.
00:13Whenever there is a flood, like when a heavy rain falls on the coast and when there is a typhoon,
00:21it is not common to see people swimming in the flood.
00:25Flooding is also a consequence of cases of leptospirosis
00:29which is caused by the urine of infected animals, especially blood.
00:33In San Lazaro Hospital, there were leptospirosis patients who were rescued
00:37even though there was no flood or heavy rain last week
00:41just like the flood in Manalasa last July.
00:45We still have young patients, as early as 20, 24 years old.
00:53Their leptospirosis is already severe.
00:55These are the exposures that was brought after the quarrenia.
00:58We still have to monitor those who are exposed during the flooding.
01:06That is why the Department of Health and doctors warned the public not to swim in the flood.
01:12In San Juan, there is an ordinance to pay fines to those who go there.
01:17You should know that swimming in the flood is prohibited.
01:21It is dangerous for you.
01:24The MMDA also issued Regulation 24-003
01:28that prohibits swimming, playing, hanging out, or no need to swim in the flood.
01:33The Metro Manila Council also passed a resolution
01:36that urges LGUs to issue their own ordinance like in San Juan.
01:42Their heads will be hard.
01:45You cannot avoid them because they are not safe.
01:48They need to go home to buy food.
01:52We have to make a distinction between the necessity to swim in the flood
01:58and those who swim in the flood for recreational purpose.
02:05We will not penalize those who will only save themselves or their belongings.
02:11They are the ones who are observing the local government units.
02:15Maybe they can see that recreational exposure,
02:20just like in Matagal, is also a game.
02:23Exposure is longer and risk is longer.
