00:00In every flood, just like when a heavy downpour fell on the coast and there was a typhoon,
00:09it seems that what we usually see are people who are wandering in the flood.
00:14The flooding is also related to cases of leptospirosis,
00:18which is caused by the sneezing of infected animals, especially blood.
00:23In San Lazaro Hospital, leptospirosis patients were admitted,
00:27even though there was no typhoon or heavy downpour last week,
00:31just like the typhoon Karina in July.
00:35We still have young patients, as early as 20, 24 years old.
00:42Their leptospirosis is already severe.
00:45These are the exposures that was brought after the Karina.
00:48We still have to monitor those who are exposed during the flooding.
00:56That's why the Department of Health and doctors warned the public not to be afraid of flooding.
01:02In San Juan, there is an ordinance to pay fines to those who are exposed.
01:07You should know that swimming in flood water is prohibited.
01:12This is dangerous for you.
01:14The MMDA also issued Regulation 24-003
01:19that prohibits swimming, playing, hanging out, or the need to swim in the flood.
01:24The Metro Manila Council also passed a resolution
01:27that urges LGUs to issue their own ordinance, just like in San Juan.
01:33Their heads will be hard.
01:35They will not be able to avoid it because it is not safe.
01:38They need to flee to buy food.
01:42We have to make a distinction between the necessity to swim in the flood
01:48and swimming in the flood for recreational purposes.
01:54We will not penalize those who will only use their own belongings.
02:00They are the ones who observe the local government units.
02:04They can see that recreational exposure, like playing,
02:12the exposure is longer and the risk is longer.
