00:53If this is a governmental bill, then first of all, there is a consultation in the government.
01:00Then it is presented to the Cabinet as a draft bill.
01:07The Cabinet approves it.
01:10Then there is a Cabinet Committee for Legislative Cases, CCLC.
01:17I am its convener.
01:20It is clearly seen in that committee that some more things are going to be corrected.
01:27If there is a unified government, then there is always a representation of all in CCLC.
01:31This time it is the same.
01:33It was the same in the last term as well.
01:35Mr. Naveed Qamar is sitting.
01:36We used to look at it clause by clause and then bring it.
01:40Then the Cabinet says that it should be taken to Parliament.
01:46It is the right of the government to introduce it in the National Assembly or in the Senate.

02:11And why was it going on?
02:14After the current elections, when the government unity was being formed,
02:20Raja Parvez Ashraf Sahib and Khurshid Shah Sahib are present here.
02:24First, two communities formed committees.
02:27Pakistan People's Party and Pakistan Muslim League Noon.
02:30We were engaged.
02:31Then we had a consultation with the Mutahidda Community Movement.
02:34Then we had a consultation with IPP and Muslim League.
02:41Chaudhary Salik Sahib will be present.
02:44We were engaged with the Balochistan People's Party.
02:49We were engaged with Ijaz-ul-Haq Sahib.
02:52We were engaged with ANP.
02:55We were engaged with Dr. Malik Baloch Sahib.
02:58At that stage, we also had a consultation with Maulana Fazlur Rahman.
03:02Achak Zahid Sahib has grown up.
03:04He is upset.
03:05We also spoke to him at some stage.
03:08This is the beauty of politics.
03:10When the government was being formed,
03:13during the meetings of People's Party and Muslim League Noon,
03:17some of our issues were resolved.
03:19One of them was that after the formation of the government,
03:23in the first instance,
03:25the unfinished part of the Charter of Democracy will be worked on.
03:31What was that?
03:33The establishment of a legal court.
03:37In the 19th Amendment,
03:39Mr. Sahiwan and Mr. Iwan-e-Bala,
03:43after a lot of hard work,
03:46from 1973 to 2009,
03:53all the issues that arose with the Charter,
03:57and all the deficiencies that were felt in the Charter,
04:01to rectify them,
04:03the 18th Amendment was passed,
04:06which was undoubtedly a very big contribution of that Parliament,
04:10because of which Pakistan is still united.
04:14And we are standing together.
04:16All four parties were kept on parity.
04:21Why?
04:23So that Pakistan moves forward,
04:25and loyalty is strong.
04:27And we salute
04:29those seniors who conceived this idea,
04:33worked day and night on it,
04:36and brought all the communities together,
04:38and it was rectified.
04:40Even then,
04:42if you look at the history,
04:45and ask Mr. Chaudhry Ittizad Ahsan,
04:47whose name has just been taken by Mr. Khawaja,
04:50and ask Mr. Naveed Qamar and Mr. Khawaja Asif,
04:54that what was the power that said that a legal court will not be formed?
04:58And who were the ones who said
05:00that the 18th Amendment will be struck down
05:04if you try to take our powers through the 19th Amendment,
05:09the appointment of judges and their regularization,
05:12if it is not terminated.
05:14As a law student,
05:16and as a small part of this Parliament,
05:22I have no doubt in my mind
05:25that a law-making Parliament has the power
05:30to remain within the framework of the law.
05:32The law-making that is appropriate,
05:35that law-making has the power.
05:39Because of our opposition and timings,
05:43that today it suits me, today it suits them,
