00:00Putin visited the Special Technology Center Enterprise in St. Petersburg today that produces
00:06unmanned aerial vehicles, electronic warfare systems, and communications systems.
00:11On Gunsmith Day, the president inspected an exhibition of unmanned aerial vehicles, lancet-strike
00:16drones, FPV drones, large reconnaissance drones with six propellers.
00:21After that, the president held a meeting on the development of special-purpose drones,
00:26where he said that Russia plans to increase the production of drones almost 10 times in
00:33order to completely cover the needs of the armed forces in the near future.
00:38Nothing should interfere with the supply of drones to the troops, the president emphasized.
00:42It is also important to decide what tasks drones will perform in the future.
00:48The experience of the people's defense industry could be useful here, that is, those volunteers
00:53who independently assemble drones that are successfully used at the front, for example,
00:59this is the famous UpAir drone, it was also shown to Putin.
01:04This drone was born in a Sverdlovsk garage and has already proven itself at the front.
01:09It destroyed boats with enemy troops on the Dnieper River, fortifications and dugouts,
01:14and in March of this year, this drone hit an American Abrams, Putin said.
01:20Such developments should be launched into serial production.
01:25Our country has always been proud of its defense industry, designers, engineers, workers, and
01:30managers who created unique weapons and equipment, in doing so, they helped our soldiers defeat
01:39the enemy.
01:41They made a significant contribution to ensuring Russia's defense capability and security,
01:46even today, defense industry enterprises work rhythmically and clearly.
01:54They do everything necessary to supply troops participating in special military operations
01:59with modern weapons, equipment, ammunition, and gear.
02:03Thanks to such work by industry workers, the production of especially popular models has
02:09increased many times over, and their tactical and technical characteristics have been improved
02:15and adapted based on the specifics of combat use.
02:20I would like to especially note defense industry specialists who, along with military personnel,
02:26risk their health and lives in combat zones.
02:30They not only repair equipment and return it to service as quickly as possible, but
02:34also possessing unique knowledge.
02:38They offer design solutions for its improvement in terms of firing range, accuracy, and so
02:43on.
02:44I note this.
02:50And I want to express words of special gratitude, it is very important that the so-called people's
02:56defense industry has joined the ranks of powerful defense enterprises today.
03:02Representatives of this defense industry detachment are present here today.
03:06These are representatives of small and medium businesses.
03:09These are talented young engineers and specialists, once again.
03:16I congratulate all workers in this industry on their professional holiday and wish you
03:20all the best.
03:22Dear colleagues, dear comrades, our agenda includes a set of issues related to the development
03:27of special-purpose unmanned aerial systems, this is an important and in-demand topic.
03:32We all know this well.
03:35And this has now become clear to everyone all over the world.
03:40This is directly related to ensuring the security of our country.
03:44Drones of various classes have already become an integral part of modern combat operations.
03:50The effectiveness of the multi-purpose use of unmanned systems on the battlefield was
03:54confirmed during a special military operation, just now, here at the Special Technology Center.
04:04My colleagues and I looked at modern unmanned aerial systems with target payloads and special
04:08software, including artificial intelligence technologies, as well as other types of weapons
04:16and equipment, developed and manufactured by the domestic industry.
04:23Their production uses advanced technologies and new engineering solutions, thanks to which
04:29our military units gain an advantage on the battlefield.
04:33I would like to say a big thank you to the heads and employees of the enterprises for
04:37high quality and reliable equipment.
04:41Many other military industry organizations are working in the same direction, whose products
04:46have also proven themselves well during the special military operation, in total.
04:52About 140,000 unmanned vehicles of various types were delivered to the armed forces in
04:572023, this year.
05:01The production of drones is planned to increase several times, or to be more precise, almost
05:0710 times, in addition.
05:11The range of unmanned systems is expanding and unmanned boats are being created.
05:16Today we also looked at this.
05:19Robotic platforms for multi-purpose use, at the same time, most of them will be sent to
05:25the troops located on the line of combat contact.
05:28I would like to emphasize.
05:30We need to fully meet the needs of the armed forces.
05:34And to do this we need to consistently increase the production of unmanned vehicles, improve
05:38their tactical and technical characteristics, including actively introducing elements of
05:43artificial intelligence, which I have already mentioned, and constantly modernize them taking
05:49into account combat experience.
05:53Now my colleagues and I have been talking.
05:56I think it was you, who said that certain updates occur almost every week.
06:05And whoever responds faster to these requirements on the battlefield wins.
06:10Along with the development of unmanned vehicles, we really need to look for means of their
06:15electronic and fire destruction.
06:18This will save the lives of our military personnel, civilians, more reliably protect military
06:23equipment and civilian infrastructure.
06:26And critically important facilities.
06:28I have already noted more than once.
06:31That the key task is to produce a wide range of unmanned aerial vehicles.
06:34To establish serial, I emphasize.
06:37Serial production of such promising equipment as quickly as possible.
06:41And of course, we need to create a reserve for the future.
06:44That is, it is already necessary to predict.
06:47What tasks drones will solve tomorrow.
06:49It is important that, along with large companies and concerns, the mass production of drones,
06:55as has already been said, is being established by organizations of the so-called People's
07:00Defense Industry, the People's Defense Industrial Complex.
07:03At the same time, their products are often not inferior in reliability and efficiency
07:08of use to large enterprises.
07:10I know that the Ministry of Defense and the People's Front have done a lot to unlock the
07:16potential of the People's Defense Industry.
07:20The testing base for checking the quality and functionality of new models is expanding.
07:24The Technical Council is working on a permanent basis.
07:28According to the decision of which the most popular models are delivered in a short time
07:34through the Ministry of Defense and the People's Front.
07:37I would like to thank the volunteer organizations that provide units participating in a special
07:45military operation with reconnaissance unmanned vehicles and electronic countermeasures against
07:50them.
07:51It is important to further develop such interaction.
07:56Help organizations of the People's Defense Industry launch their developments into production,
08:00remove any obstacles that hinder the supply of drones to the troops.
08:05I would like to point out that the Unmanned Aerial Systems National Project has been in
08:10effect since this year and is designed to last until 2030.
08:16Among its priority areas is promoting the development and production of domestic components
08:20and materials for drones, this is the key to technological sovereignty in an area that
08:25is of utmost importance to us.
08:28Some colleagues have just talked about how this is happening in practice, well, to be
08:33honest, this is good news.
08:36But not all the tasks have been solved yet, and we all need to work hard in this direction,
08:42it is clear that small and medium-sized enterprises cannot solve some tasks on their own, and,
08:48of course, synergy between large research centers, large enterprises and small businesses
08:54is needed here, work on the design, testing and serial production of drones will be carried
09:00out on the basis of special research and production centers.
09:05By 2030, 48 such sites are planned to be created in different regions.
09:12Let's talk about all these topics, please.
09:15Let's get started, the floor is given to Andrey Removich-Belousov.
09:35Thank you very much.
