01:24Yesterday, the President Ferdinand R. Marquez, Jr. first certified the 2025 General Appropriations Bill as urgent.

01:32In the letter sent by the President to House Speaker Martin Romualdez,

01:37it was stated that it is important to pass the bill as soon as possible so that the government's operation will not be hindered

01:44and the government's funding of programs and initiatives will continue.

01:49Under the certification, the bill can be passed in two or three readings within a day,

01:56so the approval of the bill has already reached the hands of the government.

02:00Today, aside from the passing of 2025 GAAP,

02:03it is also one of the reasons why the 2025 Budget Proposal of the Office of the Vice President was discussed in the plenary

02:10even though none of their officials faced it.

02:13Congressmen tried several times to exclude OVP officials from budget proceedings,

02:19but as a designated sponsor, the House Committee on Appropriations Vice Chair Zia Alonto Adchong still defended the budget of the agency.

02:28The OVP's proposed budget for fiscal year 2025 was P2.26 billion.

02:40However, dear colleagues,

02:42pursuant to Committee Report No. 1208 submitted by the Committee on Appropriations on October 11, 2014,

02:54the members of the Committee on Appropriations unanimously recommended

02:59that the Office of the Vice President be given the amount of P733,198 for the fiscal year 2025.

03:09The budget I am proposing to the Office of the Vice President is P529,593,700.

03:19So this is a 70% decrease.

03:23That is my manifestation, Mr. Speaker.

03:28I hope that what happened during this time of the budget is unprecedented.

03:36This has never happened before in the history of the House of Representatives.

03:45Dayan, because there is an emotion that the budget proposal of the Office of the Vice President will be lowered for the next year,

03:54we are waiting for the amendments to see if it will be allowed in the plenary or not.
