00:00We need all new legislation to be accompanied by explanatory notes and
00:04human rights memoranda or impact assessments which set out in detail how
00:09they have taken Article 2 considerations into account. It's clearly not the case
00:15as set out in the UK government's command paper on safeguarding the Union
00:19that the Windsor framework applies only in respect of the trade in goods and
00:23that the vast majority of public policy is entirely untouched by it. I think
00:29you'll all agree with that. The legal cases that Alison has referred to over
00:35the last year have shown both the wide reach and the ramifications of Article 2
00:39on policymaking both here and at Westminster. Therefore early and detailed
00:45consideration of Article 2 has to be properly embedded in policy and
00:49legislative development across the Northern Ireland Civil Service and
00:53Whitehall if the commitment to uphold rights and equalities is indeed to be met.
