00:24We are facing a changing and turbulent world.
00:29Issues of insecurity, imbalanced development, and ineffective governance are increasingly

00:36Hotspot conflicts, major country confrontation, and geopolitical tensions keep emerging.
00:42The future of this planet is becoming a cause for growing concern.
00:47Meanwhile, we are also embracing a world full of hope.
00:52Multipolarity and globalization have become the unstoppable trend of our times.
00:59The aspirations of the Global South nations for modernization has never been stronger.
01:06Our stride toward modernization has never been more steadfast.
01:14This institution, the United Nations, embodies the aspirations of people across the world
01:20for lasting peace and common prosperity, and bears witness to the glorious journey
01:26of the international community coming together in pursuit of progress.
01:31President Xi Jinping stressed on multiple occasions that the role of the UN should be
01:35strengthened, not weakened.
01:38Amid global transformation not seen in a century, what China calls for is to follow the trend
01:44of the times, keep to the direction of human progress, and make the right choices of history.
01:51What China proposes is to uphold peace and coexistence, and put in place a security architecture
01:57that ensures enduring stability, promote openness and inclusiveness, and foster a development
02:03paradigm that is non-discriminatory, uphold harmony without uniformity, and adopt an approach
02:10to civilizations that promotes exchange and mutual learning.
02:14China can adopt fairness and justice, and develop a governance structure that pulls
02:19strength for shared benefit.
02:21In today's world, the security of all countries is tied together.
02:25In face of various kinds of global challenges and risks, no one can stay a man or enjoy
02:30security alone.
02:31We should actively explore a path for major countries to coexist in peace, and work for
02:48a new type of international relations characterized by mutual respect, fairness, justice, and
02:53win-win cooperation.
02:55In today's world, the development of all countries is deeply integrated.
03:00If the rich get richer, while the poor remain poor, then everyone is born equal would become
03:07an empty slogan, and fairness and justice would be even more elusive.
03:12Achieving modernization is a legitimate right of the people of all countries, not a prerogative
03:19of a few.
03:20We should be committed to advancing global modernization, and ensure that no one and
03:25no country is left behind on the journey toward modernization.
03:30We should advocate a universally beneficial and inclusive economic globalization, unequivocally
03:37oppose unilateralism and protectionism, and help developing countries leap over the development
03:43divide to maintain the vitality of global economic growth.
03:48In today's world, each civilization has its own strengths.
03:52President Xi Jinping pointed out that there is no such thing as a superior or inferior
03:58civilization, and civilizations are different only in identity and location.
04:03We should respect the diversity of civilizations, and strive to replace estrangement and clash
04:08of civilizations with exchanges and mutual learning.
04:12We should advocate humanity's common values, namely peace, development, equity, justice,
04:18democracy, and freedom, refrain from conducting values-oriented diplomacy, and oppose ideology-based
04:25confrontation.
04:26We should respect each other as equals, and help each other succeed with an inclusive
04:30mind.
04:31In today's world, countries should all enjoy sovereign equality.
04:35As a large number of global South nations are growing with a strong momentum, gone are
04:40the days when one or two major powers call the shots on everything.
04:44We should advocate an equal and orderly multipolar world, and see that all countries, regardless
04:50of their size, have their own place and role in the multipolar system.
04:55We should practice true multilateralism, oppose hegemonism and power politics, and make international
05:01relations more democratic.
05:04We should follow the principle of extensive consultation and joint contribution for shared
05:09benefits, and make global governance more just and equitable.
05:14Mr. President, peace is the most precious thing in our world today.
05:20You may wonder if there is a path leading to peace.
05:24In fact, peace is the path.
05:27Without peace, development will not sustain.
05:30Without peace, cooperation cannot happen.
05:33For the sake of peace, a single ray of hope is reason enough not to give up.
05:39The slightest chance deserves a hundredfold effort.
05:46An end to the Ukraine crisis remains elusive.
05:50The top priority is to commit to no expansion of the battlefield, no escalation of fighting,
05:55and no provocation by any party, and push for de-escalation of the situation as soon
06:00as possible.
06:03China is committed to playing a constructive role, engaging in shuttle mediation and promoting
06:09talks for peace, not throwing oil on the fire or exploiting the situation for selfish gains.
06:15At this session of the General Assembly, China, Brazil, and other countries in the global
06:20south have jointly launched the Group of Friends for Peace.
06:23Its very purpose is to uphold the purposes and principles of the UN Charter, build consensus
06:29for a political settlement of the crisis, and contribute to a prospect of peace.
06:35The question of Palestine is the biggest wound to human conscience.
06:40As we speak, the conflict in Gaza is still going on, causing more casualties with each
06:45passing day.
06:47Fighting has started in Lebanon again, but might cannot replace justice.
06:52Palestine's long-held aspiration to establish an independent state should not be shunned
06:56anymore, and the historical injustice suffered by the Palestinian people should not be ignored
07:01anymore.
07:02There must not be any delay in reaching a comprehensive ceasefire, and the fundamental
07:07way out lies in the two-state solution.
07:10China has always been a staunch supporter of the just cause of the Palestinian people
07:14to regain their legitimate national rights, and a staunch supporter of Palestine's full
07:19UN membership.
07:20We have recently helped to bring about breakthroughs in intra-Palestine reconciliation, and will
07:25continue to work in concert with like-minded countries for a comprehensive and just settlement
07:30of the question of Palestine and durable peace and stability in the Middle East.
07:36The issue of Afghanistan concerns regional peace and security.
07:40It is important to help the country exercise prudent governance, fight terrorism effectively,
07:48improve people's life, and reinvigorate the economy to create a better life or future
07:54for the people of Afghanistan.
07:57The Korean Peninsula should not experience war again.
08:01The important thing is to make persistent efforts for de-escalation, commit to seeking
08:06solutions through dialogue and consultation, realize a transition from the armistice to
08:10a peace mechanism, and safeguard peace and stability on the peninsula.
08:15China is deeply aware that Asia needs stability and development and opposes division and conflict.
08:21As an important origin of human civilization and a key engine of global growth, Asia has
08:27the wisdom and capability to stabilize the situation through regional cooperation and
08:33handle differences properly through dialogue and consultation.
08:36We are firmly against the meddling by countries outside the region, and will firmly resist
08:41attempts by any force to stoke trouble and confrontation in the region.
08:46Mr. President, as the world faces increasingly serious challenges, China has never opted
08:51to be an indifferent spectator.
08:53Instead, we've been playing a bigger part in global governance than ever before.
08:58President Xi Jinping has put forth the Global Development Initiative, the Global Security
09:03Initiative, and the Global Civilization Initiative in recent years.
09:06They carry China's wisdom for resolving various difficult issues confronting humanity and
09:11bring impetus from China for improving global governance.
09:15In the face of uneven and inadequate global development, China's proposal is to put development
09:21at the top of the global agenda, focus on delivering the sustainable development goals
09:27of the UN 2030 Agenda, increase input in development, and help developing countries better respond
09:34to different risks and challenges.
09:37At the recent Beijing Summit of the FOCAC on China-Africa Cooperation, President Xi Jinping
09:43outlined 10 partnership actions to be taken together with Africa to advance modernization
09:49and announced the decision to give over 40 LDCs, including those in Africa, zero tariff
09:55treatment for 100 percent tariff lines.
09:59China is the first major developing country and the first major economy to take such a
10:05significant step.
10:08In the face of unilateral bullying acts such as sanctions and blockade, China firmly supports
10:14countries in defending their legitimate rights, upholding the equity and openness of the international
10:20system, making global development more coordinated and beneficial for all, and jointly opposing
10:26technology blockade and rejecting decoupling or severing supply chains.
10:32Sanctions and pressure will not bring monopolistic advantages.
10:36Oppressing and containing others will not solve problems at home.
10:40The right of people of all countries to pursue a better life should not be taken away.
10:44Here, we once again urge the United States to completely lift its blockade, sanctions,
10:50and terrorism-related designation against Cuba.
10:54In the face of aggravating ecological challenges, China is firmly committed to a path of green,
10:59low-carbon, and sustainable development.
11:02We will move from carbon peaking to carbon neutrality in the shortest time span in world
11:07history, contributing China's efforts to harmonious coexistence between humanity and nature.
11:13At the global level, the principle of common but differentiated responsibilities must be
11:17upheld and the Paris Agreement must be implemented in earnest.
11:22Developed countries should assist developing countries in developing their capacity to
11:26cope with climate change.
11:28Touting the need of climate response while suppressing the green industries of others
11:32will only hold back global progress toward green transition.
11:37In the face of burgeoning artificial intelligence, China is committed to taking a people-centered
11:42approach, developing AI for good, and putting equal emphasis on development and security.
11:48We are working to explore and establish widely recognized international rules and standards.
11:54China supports the UN's role as the main channel for global AI governance and is committed
11:59to strengthening international cooperation on AI capacity building.
12:04China has put forth the AI Capacity Building Action Plan for good and for all, and we are
12:08ready to make more contribution to the sound, orderly, fair, and inclusive development of AI.
12:17In the face of the task of human rights protection, China maintains that all countries right to
12:22independently choose their path of human rights development should be respected.
12:27No country should impose its own will on others or interfere in others' internal affairs in
12:33the name of human rights.
12:35In human rights protection, China is committed to putting people first and promoting the
12:39free and well-rounded development of the people.
12:42We have found a path of human rights development that suits China's national conditions.
12:48China is ready to engage in equal-footed dialogue and exchanges with all countries
12:52and UN human rights bodies and jointly promote the sound development of the global human
12:57rights cause.
12:59Mr. President, Taiwan is an inalienable part of China's territory.
13:03This is the history and the reality.
13:06Both the Cairo Declaration and the Postum Proclamation stated in explicit terms that
13:12all the territories Japan had stolen from the Chinese, such as Taiwan and the Penghu
13:16Islands, shall be restored to China.
13:19And this constitutes an important part of the post-war international order.
13:25Right here in this August Hall, 53 years ago, the 26th session of the UN General Assembly
13:31adopted Resolution 2758 with an overwhelming majority, deciding to restore all the rights
13:38of the People's Republic of China at the UN to recognize the representatives of the
13:43government of the People's Republic of China as the only legitimate representatives
13:47of China to the UN, and to expel the representatives of the Taiwan region from the UN and all the
13:54organizations related to it.
13:57Once and for all, the resolution resolved the issue of the representation of the whole
14:01of China, including Taiwan, in the UN.
14:04It made clear that there is no such thing as two Chinas, or one China, one Taiwan.
14:10On this matter of principle, there is no gray zone or room for ambiguity.
14:17The complete reunification of China will be achieved.
14:21Taiwan will eventually return to the embrace of the motherland.
14:25This is the overwhelming trend of history that no one and no force can stop.
14:31Mr. President, in a few days' time, the People's Republic of China will celebrate
14:35the 75th anniversary of its founding.
14:38Over the past 75 years, no matter how the world changes, China's dedication has not
14:43changed.
14:44It is dedicated to pursuing happiness for the Chinese people and the rejuvenation of
14:48the Chinese nation.
14:49It is also dedicated to human progress and world harmony.
14:54In the course of seeking its own development, China has kept in mind the common interests
14:59of the whole world, generating new opportunities for the world through its own development.
15:05Not long ago, the Third Plenum of the 20th CPC Central Committee made an important decision
15:10on further deepening reform comprehensively to advance Chinese modernization.
15:16It will set in motion a new journey where China joins hands with the world in common
15:20development and progress.
15:23Chinese modernization will contribute robustly to world peace.
15:27The Chinese culture values peace, and the Chinese nation has no tradition of external
15:32expansion.
15:33China, once a victim of foreign power bullying, knows full well the value of peace and the
15:39hard-won gains of development.
15:42In fact, China is the only major country that has written peaceful development into its
15:46constitution, and the only country among the five nuclear weapon states to pledge no first
15:53use of nuclear weapons.
15:55We are actively exploring and putting into practice the Chinese way of addressing hot
15:59spot issues, boosting the prospects for resolving the security dilemma and improving security
16:05governance, and paving the ground for conflict settlement and peace building.
16:11Every step in China's development is an increase in the force for peace.
16:17Chinese modernization will contribute robustly to common development for all.
16:22China does not only care about its own development, we are ready to develop hand-in-hand with
16:26all countries.
16:28By further expanding high-standard opening up, China is aligning proactively with high-standard
16:33international economic and trade rules to foster a market-oriented, law-based, and world-class
16:38business environment.
16:40China has realized full mutual visa exemption with many countries and is expanding its unilateral
16:46visa waiver program to facilitate two-way personnel flows.
16:51China is vigorously promoting high-quality belt and road cooperation, a concrete step
16:56to support the 2030 Agenda for Sustainable Development.
17:00China will also speed up the implementation of the eight measures in support of Global
17:04South cooperation and a series of initiatives supporting Africa's peace and development
17:09in order to help countries in the Global South stride toward modernization.
17:18Chinese modernization will contribute robustly to improving global governance.
17:23China has been an abiding supporter of the UN's continued reform and development to
17:28bring about a modernized UN 2.0.
17:32The international financial system needs to be more fit for the times and global governance
17:36should be more balanced and effective.
17:39China will continue to fulfill its international obligations, provide financial support, and
17:44send our best minds to the United Nations.
17:47The UN system needs to respond to the legitimate calls of developing countries and increase
17:52the representation and voice of those in the Global South.
17:58Chinese modernization will contribute robustly to the advancement of human civilization.
18:04Chinese modernization is rooted in China but has also drawn on the achievements of other
18:08civilizations.
18:10It has created a new form of human advancement and provided a new choice to other countries
18:15in exploring modernization paths.
18:19China advocates that different civilizations respect and learn from each other to jointly
18:24advance the cause of human civilization.
18:27China has proposed the setting up of an international day for dialogue among civilizations.
18:35We call for more people-to-people exchanges and cooperation across the world to promote
18:40understanding and amity among people around the world.
18:43Mr. President, next year will mark the 80th anniversary of the victory of the World Anti-Fascist
18:49War and the founding of this very organization.
18:52China stands ready to work with all countries to renew the founding purposes and mission
18:56of the UN, reaffirm our steadfast commitment to the UN Charter, advocate and practice true
19:02multilateralism, build a community with a shared future for mankind, and jointly usher
19:07in a better world.
