00:00In the whole world, 80% of the plastic in the sea comes from the ground.
00:09Even though the garbage is dumped in dumpsites in the mountains,
00:14it still reaches the ocean.
00:21There is a way to reduce the garbage dumped in landfills.
00:25And Barangay Potrero Malabon is one of the communities that join this system.
00:35Every morning,
00:38the waste warriors of the barangay go around
00:43to house the garbage.
00:55At home, the garbage needs to be segregated.
01:08It is separated from the non-corroded garbage such as plastic.
01:12The garbage that can be recycled is brought to the junk shop.
01:33The rotting garbage is brought to Materials Recovery Facility or MRF for composting.
01:43The remaining garbage is dumped in the landfill.
01:48Is Materials Recovery Facility effective as a solution to solid waste?
01:53It's very effective.
01:54In fact, for us, we call it the heart and soul of ecological solid waste management
01:58because without MRF, the ecological solid waste program will not be successful.
02:05In their 95% compliance rate,
02:08Potrero has been recognized several times in their Solid Waste Management Program.
02:17They are part of the International NGO GAYA or Global Alliance for Incinerator Alternatives.
02:25Once upon a time, there were Vietnamese visitors to the barangay to learn about their experience.
02:34These people are the problem.
02:36Here, we see that they are actually leading the solution.
02:42When it comes to plastic, we see two things.
02:45First, it cannot be collected.
02:47This is where the role of the government of our barangay cities comes into play.
02:51Many of our cities still do not have waste collection services.
02:54This means that even if I want to, I have no choice but to throw my garbage anywhere.
03:02Under the law, every barangay in the country should have an MRF.
03:07But according to the COA, only 39% follow this.
03:13In the study of GAYA in 2023, the number is even lower.
03:19Only 10% of the barangays have MRF.
03:24And what's the problem? Why is that?
03:26There are many reasons.
03:28First, for rich cities, the transition to collect and throw garbage,
03:35where the government has a large fund, is difficult to change.
03:41Because there are entrenched interests.
03:43Money is the problem.
03:46On the other hand, we have barangays that say,
03:49I saw the MRF in other barangays, I want to do it, but I don't have funds to do it.
03:57It is said that there should be a National Solid Waste Fund,
04:01where the national government has a large fund that local governments can use
04:07for implementation of the provisions of the law.
04:10Sadly, after 23-24 years, there is still no fund.
