Queensland Labor plans to create a new publicly owned energy retailer if re-elected, in a move aimed at providing greater competition to bring down power prices.

00:38Back in August, Mr Miles promised if re-elected, Labor would open 12 state-owned fuel stations,
00:44which was seized on by some industry groups as risky.
00:48There are 24 days to go until Queensland's state election.
