00:00I know that my capacities are better than the executive post.
00:06I'm better than the executive post.
00:09I'm always looking for community work.
00:14I think I'll be given more opportunities to do that
00:20if I'm in charge of the local executive post instead of myself.
00:25I always say that I know my limitations.
00:30My skillsets are better for the mayorship than the senate.
00:38Second, it has become a tradition here in Naga
00:43that before forming the line-up for Team Naga,
00:47we go through the process.
00:49The only difference here is that my husband has never done this before.
00:54The only difference between the two is that
00:57the consultations have a qualitative portion.
01:04It's not just about preferences.
01:06We identify three categories of qualities that we're looking for
01:12in a public servant.
01:14That's the first part of the questions
01:17before going to the preference part.
01:21Second, there used to be an equitable incumbent.
01:24If you're an incumbent, you don't have to go through the process.
01:27We changed that this year.
01:29We plan that each and every election,
01:33the incumbent submits himself to the process.
01:37This puts pressure on the people who are going to perform.
01:43Second, to make the process fairer,
01:46we don't want to say that if you're an incumbent, you have an entitlement.
01:50So, it's okay.
01:52It's not perfect.
01:54We saw the flaws of the system.
01:57But it's good that we started.
02:01I don't think it's because of the preference.
02:04I think if my husband has a big legacy,
02:08it's a legacy that anyone can leave.
02:12So, for me,
02:16when we claim that we practice good governance,
02:21we make sure that we're not the only ones claiming.
02:25We make sure that the independent assessments
02:29confirm our claim.
02:32Right now, many of us don't have independent assessments.
02:40For example,
02:41how can we claim that we practice good governance
02:44when we don't have an unqualified opinion?
02:46So, whenever there's a deliberate attempt,
02:57we make sure that the assessments of independent agencies
03:02confirm our claim.
03:04Because that's the only way.
03:06This is also what we did.
03:07It's not just for NAVRA,
03:08but this is what we did for the Office of the Vice President.
03:12It's not enough to have good governance and processes.
03:18But the most important thing is that others can see
03:22so that we have proof that our claim is correct.
03:26Right now, in Angat Buhay,
03:28for two straight years,
03:31we have an unqualified opinion in the SGE.
03:34Because we're not a government office,
03:37there's always a desire to submit ourselves for assessment.
03:44For example, the ISO accreditation.
03:47The entire time that I was Vice President,
03:49we were recertified.
03:51I sat as Chairman and President of Angat Buhay.
03:54It's the same.
03:55We immediately did the ISO.
03:57In fact, the other day,
03:58we were just recertified.
04:00It will always be our metric for good governance.
04:05Will the government agencies be able to measure
04:09where we submit them to practice good governance.
04:16It's an aspiration for us to innovate programs in NAVRA
04:21and to showcase the program's work.
04:24And for it to be replicable
04:26to other local government units all over the Philippines.
04:29But it's not a preparation for a run.
04:33Because I think that will be the pitfall of the program.
04:36If the program you're doing is political,
04:43I don't think it will work.
04:45Because you're always thinking,
04:48as a voter,
04:51that you're just going to do the program
04:54in places where there are a lot of voters.
04:58The fact of the matter is,
05:00the greatest need of a place
05:03is always in the farthest and smallest of people.
05:08So I don't think it should be a consideration
05:11to run for whatever position.
