00:07:10The Vietnamese community is formed overseas, especially in the US,
00:07:16by 3 people.
00:07:18The first is the people who evacuated on April 30, 1975,
00:07:24about 130,000 people.
00:07:26The second most important thing is the journey of people who crossed the sea continuously
00:07:35in 21 years, from 1975 to 1996,
00:07:40a total of about 964,000 people.
00:07:44And the third is the former prisoners of war who were reformed through the US.
00:07:49But the most important thing is still the people who crossed the sea,
00:07:53the people we call sailors,
00:07:55because they wrote on our sad but glorious history
00:08:01that the United Nations promised about 300,000 people who did not cross the sea.

00:08:11the sailors met a lot of benefactors who saved them.
00:08:15If not, we are sure that the death toll will rise even higher.
00:08:20And today, on this stage, we have the opportunity to thank a benefactor who saved the sailors.
00:08:27But before meeting him,
00:08:29I would like to invite you to follow his life and career in the following clips.
00:08:36Born in the capital of Hoa Thinh Don,
00:08:38Deputy Admiral William Mathis attended a military training school in the state of Rhode Island.
00:08:44In 1965, his first mission was to serve on the USS Blue ship
00:08:50of the Pacific Fleet, the U.S. Navy base in Japan.
00:08:55Nine years later, he became the captain of the USS Robert E. Perry.
00:09:01In May 1979, on a voyage to Thailand,
00:09:06Admiral Mathis' ship encountered a Vietnamese fishing boat
00:09:10crossing the Phu Quoc island,
00:09:12which was hijacked.
00:09:13Out of water, out of food,
00:09:15the people on this ship were close to death.
00:09:18At that time, everyone fell into the water.
00:09:21The scene was very beautiful.
00:09:24On the ship, there was no food.
00:09:26There were some women who were raped.
00:09:30We only had Buddha for the sick.
00:09:34With the conscience and morality of a sailor,
00:09:37Admiral Mathis considered his career
00:09:39when he decided to bring 448 Vietnamese sailors
00:09:43on the USS Robert E. Perry
00:09:45when there was no approval from above.
00:09:48With the morality of a sailor,
00:09:51I did not hesitate to bring those aboard
00:09:54no matter if the president himself said no,
00:09:56you can't bring the refugees aboard.
00:09:58These people that were on board that boat
00:10:02were eminently in danger of dying.
00:10:05I finally told the executive officer that
00:10:08hey, if we don't get a reply from my boss tomorrow,
00:10:12we're bringing everybody on board
00:10:14and they can do whatever they want to do to me.
00:10:17The work of Admiral Mathis
00:10:19attracted the attention of the international media.
00:10:22After that, the U.S. Congress amended the law
00:10:25to stipulate that the captains of the naval warships
00:10:28must help the victims on the seabed.
00:10:31I thank Admiral Mathis and his crew
00:10:34for their outstanding effort
00:10:36to rescuing all the refugees on the boat.
00:10:40Without their rescue,
00:10:42we'd probably be somewhere in the ocean.
00:10:45We are forever grateful for their rescue missions.

00:12:13to make this such a successful event
00:12:16and came all the way to Alabama to interview me.
00:12:21I would also like to point out
00:12:23that my Vietnamese family is here in great force.
00:12:28They're scattered all over the audience,
00:12:30but some of them are carrying signs,
00:12:32which I'm afraid to read.
00:12:34There they are.
00:12:45But the important thing this evening
00:12:50is to remember what you're doing here,
00:12:53to remember of the fall of Saigon,
00:12:57and this celebration is in honor of you,
00:13:01the people who made the journey,
00:13:05the trials and tribulations, the deaths,
00:13:09all worth it to resettle in a very unknown land,
00:13:14and you've done so well.
00:13:16I am so proud of all of you
00:13:18that it's hard for words to say.
00:13:22The refugees that I recovered, 448 of them,
00:13:27had a desperate desire
00:13:31to escape the environment they were in.
00:13:35They only had the will and fortitude of each other,
00:13:41and they only had small boats
00:13:45that were handmade by most people,
00:13:48and they were constantly being attacked by pirates.
00:13:52My boat was attacked 13 times.
00:13:56There were 13 women raped on that boat,
00:13:59three men stabbed.
00:14:01Fortunately, nobody died.
00:14:04We had a one-day-old child born,
00:14:07and I was fortunate enough to have a doctor on board.
00:14:11Despite this, your fortitude
00:14:14and your desire to establish a new environment
00:14:18and a new life within the United States
00:14:21or any other country
00:14:23that offered you the freedom and opportunity was fantastic,
00:14:28and I certainly appreciate what you went through.
00:14:32Your strength of purpose is remarkable,
00:14:37and your contributions you will see tonight are remarkable.
00:14:42The show is full of people
00:14:44that range from NASA scientists to poet laureates
00:14:48to Stockholm Award winners.
00:14:52It's just a remarkable confluence of talent
00:14:56that you have displayed in the years you've been here.
00:15:01In addition, I was privileged to meet
00:15:05two of the fine officers that were Vietnamese.
00:15:10One was a U.S. Naval Academy graduate,
00:15:14Commander Cao.
00:15:17He is now the Salvage and Diving Operations
00:15:20Commanding Officer in Panama City, Florida,
00:15:23a very large organization.
00:15:25And the other was a Lieutenant Colonel Nguyen.
00:15:29He was a 1st Cavalry West Point graduate
00:15:33and served in Iraq and Afghanistan.
00:15:38This is a tribute to not only the young people
00:15:43that are entering the U.S. military,
00:15:46but the high standards that they must have
00:15:49to get in these fine academies of learning.
00:15:52So I salute them,
00:15:54and I truly had a great conversation with both of them.
00:16:00I would like to recognize all of my Vietnamese family
00:16:03that are in the audience.
