00:00The information is continued on Mediain TV Africa, thank you for joining us for this
00:20round of news, here are the headlines.
00:22This Friday opens the fourth legislative year of the current Parliamentary Legislature.
00:28Several bills will be submitted to the two Parliamentary Chambers, details in a few
00:33moments.
00:34The force of the UN deployed between Lebanon and Israel is insurgent against the repeated
00:41Israeli troops firing on its positions and injuring two Indonesian Blue Helmets, which
00:48triggered a diplomatic shielding.
00:50Under the patronage of His Majesty the King Mohammed VI, the kick-off of the 45th edition
01:01of the African Championship of the men's and women's handball championship clubs was
01:06given yesterday at the IUN, 27 teams representing 11 African countries are present.
01:12We meet again right away to unveil it.
01:17Welcome, ladies and gentlemen, His Majesty the King Mohammed VI presides this Friday,
01:22the opening of the session of the Parliament in the fall.
01:26On this occasion, the Sovereign will deliver a speech in front of the two Parliamentary
01:32Chambers, according to the Ministry of the Royal House, therefore the protocol and the
01:38Chancellery.
01:39The royal speech will be broadcast live on the radio and television from the
01:4616h40 GMT plus 1 channel.
01:52This Friday opens the fourth legislative year of the current legislature of the Parliament
02:00with an intense legislative agenda that will also structure, which will also trace the
02:07contours of a new stage on the economic and social levels.
02:12During this session, bills will be submitted to the two Parliamentary Chambers.
02:18Among the most anticipated texts are the fixed bill, the conditions and also the
02:25modalities of the exercise of the right to strike, the bill relating to the criminal
02:31procedure and the one relating to the civil procedure, which has been approved by the
02:37Parliamentary Chambers and will be examined in the Chamber of Advisers.
02:41In addition, of course, there will be reforms to the retirement system.
02:46In addition to this social agenda, there will be the examination of the bill on finance,
02:52which, according to the Circular of the Chief of the Government, addressed to the Ministry
02:57of the Royal House, sets four major priorities that reflect the government's orientations.
03:03On the instructions of His Royal Highness Princess Lala Meriem, the National Observatory
03:11for Children's Rights, or NDE, has placed mental health at the heart of its convinced
03:19action throughout this year.
03:20May the harmonious development of each child rest on an adapted support and a quick response
03:27to crisis situations.
03:28On the occasion of the World Mental Health Day, celebrated on October 10 of each year,
03:35the NDE strives through the National Psycho-Trauma Dispositive of the child launched a year ago,
03:43as well as innovative initiatives and strategic collaboration to build an environment where
03:50each child, whatever the trials they go through, can obviously receive the support they need
03:57to flourish, as indicated by the Observatory in a statement.
04:04Speaking at the second edition of the Blue Africa Summit, organized under the high patronage
04:10of His Majesty the King Mohammed VI, Prince Albert II of Monaco said yesterday in Tangier
04:16that the fate of Africa, like that of the entire planet, is intrinsically linked to
04:21that of the seas and oceans.
04:25The second edition of the Blue Africa Summit, organized at the initiative of the Academy
04:30of the Kingdom of Morocco, in partnership with the World Sea Forum of the Blue Season,
04:36brings together nearly 100 scientific experts, economic actors and political leaders to
04:42discuss the challenges and opportunities that the ocean represents for Africa.
04:47Co-president of the Strategic Group Africa-Europe on the Governance of the Oceans,
04:51Pascal Lamy, came back on the approach of Morocco in terms of the blue economy,
04:57together following an excerpt from his passage in the alternative show.
05:02Morocco is at the forefront of emerging countries.
05:07The Atlantic maritime strategy, which His Majesty launched in 2023,
05:15before the first edition of the Tangier Forum,
05:22of this Blue Africa Summit, which was still very Moroccan, a little African and a little European
05:30the last time, is this time very African, very European and very Moroccan.
05:36So we have made progress and I think that it is indeed in the line of this strategy,
05:43Morocco is a great maritime country, it has a rather extraordinary privilege
05:49to have both a Mediterranean and an Atlantic façade.
05:54I would learn that they do not really look alike from the point of view of the management of maritime spaces.
06:01And so there is a great potential that has begun to be valued
06:10and that other African countries, as is often the case, look at with interest.
06:15Because until now, when Morocco took this type of initiative,
06:19it has transformed in a few years into a form of leadership, which I think is good for Morocco,
06:25especially on the economic and political level, but which is also good for other African countries.
06:31The Ministry of Economy and Finance and the European Investment Bank signed yesterday in Rabat
06:38an agreement on the financing of the Integrated Reconstruction and Leveling Programme
06:43Post-Earthquake of Al-Rawouz for a total amount of 500 million euros.
06:48This agreement corresponds to the first phase of a global financing of an envelope of 1 billion euros.
06:54On this subject, the Minister-Delegate in charge of the budget, Faouzi Larkja,
06:58pointed out that this financial partnership is part of the efforts
07:03to rehabilitate essential infrastructures in the regions affected by the earthquake
07:08spread in two phases over a period of five years.
07:12For his part, Lohanis Sakkiris, Vice-President of the European Investment Bank,
07:18indicated that this financing will not only allow the restoration of vital services
07:23in the most severely affected regions, but also to rebuild modern, resistant and ecological infrastructures.
07:33The preparatory meeting in Morocco for the launch of the agricultural campaign.
07:38In the presence of the Minister in charge, Mohamed Sadirki, and the Minister-Delegate in charge of the budget, Faouzi Larkja,
07:45the head of the government, Aziz Arhanouch, held a meeting with the actors of the sector yesterday,
07:51an opportunity for agricultural professionals to present the priority measures
07:57intended to promote agriculture and guarantee the supply of markets,
08:02measures that include protection of the animal heritage and its reconstruction.
08:09For more details, I invite you to listen to Rachid Ben Ali, President of the Commander-in-Chief.
08:16Today was a day of a meeting with the head of the government and the concerned ministers.
08:23We are at the beginning of the campaign and we all know that we have had very difficult years
08:30with five years of drought, so the basins are empty, all the dams,
08:38everything is empty, so now we are trying to catch up, even if it is very difficult,
08:43it is very difficult for the farmer and for the citizen who has suffered in terms of prices,
08:49but we cannot do otherwise, there are prices, we need water to produce,
08:52and it was very difficult to produce in these conditions.
08:55So it was the continuity, if we want to say, of last year,
09:01because last year we had subsidies at the level of interest,
09:04so it helped us a little bit to lower prices, especially at the level of marketing,
09:08and now, this year, it is especially the meat that has increased well,
09:13it is quite normal for the costs to come back, which are higher,
09:17and the price has dropped significantly because of the drought.
09:20So we have come to decisions that have been very interesting, we hope,
09:24but we are still waiting to see water, we hope to see rain.
09:28In the conflict in the Middle East, the force of the UN deployed between Lebanon and Israel
09:34accused, on Thursday, the Israeli troops of firing repeatedly on these positions,
09:40posing as wounded Indonesian Blue Helmets,
09:43which triggered a diplomatic shielding.
09:46The Israeli soldiers also fired on a UN position,
09:50in Ras al-Nakoura, continues the final in a statement.
09:54Immediately, Rome, the first Western country to contribute to the final in terms of troops,
10:00with nearly 900 mobilized soldiers, denounced the unbearable acts
10:05and summoned the ambassador of Israel for a firm protest.
10:09Same bell sound for France and Italy, who decided to organize a meeting
10:14next week, of course, with the authorities of the European countries,
10:19a contributor according to the French Ministry of the Year.
10:26In Gaza, 28 people were killed on Thursday in an Israeli strike,
10:33aimed at a school sheltering Palestinian families moved to Deir el-Bala,
10:38in the center of the besieged territory.
10:41The Palestinian Red Crescent also made a state of 54 wounded in this area,
10:46where the Israeli army intensified its strikes and ground operations again.
10:55Under the patronage of His Majesty King Mohammed VI,
11:00the 45th edition of the African Championship of Handbal Men and Women
11:06was given yesterday at the IUN,
11:08scheduled until October 19 by the Royal Moroccan Federation of Handbal.
11:13Under the auspices of the African Confederation of Hand,
11:16this continental tournament is marked by the participation of 27 teams,
11:21representing 11 African countries.
11:23On this occasion, a video sequence was projected on the various infrastructures,
11:28including the sporting infrastructure of the city of the IUN.
11:31Let's listen to the testimonies of the President of the African Confederation of Handbal,
11:36Mansourou Harimoun, and the President of the Royal Moroccan Federation of Handbal,
11:41Adil Hanafi.
11:44A satisfactory installation.
11:47I believe that the city of the IUN has made double efforts to create an adequate environment
11:52to allow the sporting delegations to express themselves easily.
11:58On behalf of all the delegations, I would like to thank the Moroccan authorities
12:04for everything that has been done,
12:06and more precisely the authorities of the IUN municipality
12:10for this warm welcome and everything that has been deployed
12:15to make our stay very pleasant.
12:21The organization of a continental and international competition like this
12:25says a lot about the means deployed by the city of the IUN
12:28and the importance of this tournament.
12:30The first success of this African meeting
12:33is that it takes place under the patronage of His Majesty the King Mohammed VI.
12:37This large-scale event is attended by 16 male teams and 11 female teams,
12:43which is a record in the history of African handball.
12:46This also proves that the African Confederation of Handbal
12:49is fully confident of the Kingdom of Morocco,
12:53especially in the city of the IUN,
12:55which has the means necessary to organize international competitions,
13:00regardless of age and level.
13:06And so it's time to invite him to the big news.
13:09We meet live from Casablanca, Ali Larrichi,
13:12owner of the SJPS Mundiopolis Institute.
13:16With him, we will discuss the intense legislative agenda
13:20that awaits parliamentarians during the fourth legislative year
13:24of the current legislature of the parliament that opens today.
13:29Hello to you and thank you for responding to our invitation.
13:33Hello.
13:35So, the observers of parliamentary affairs
13:38are waiting with great interest for this legislative entry,
13:42given the importance of the bills that will be submitted to the two chambers of parliament.
13:49What reading have you made of the context of this parliamentary entry?
13:54It is a very important context.
13:57We can also qualify it as exceptional.
14:00First of all, for the time.
14:02We are in the fourth legislative year of the current legislature.
14:09So it is very important.
14:12That is, two years from the end of the mandate of this parliament and the government.
14:18Now there is also the importance of the legislative agenda,
14:22which condenses a lot of bills,
14:27and which is of great importance,
14:29which affects all areas,
14:31whether it is the social area, the economic area,
14:34the legal area, of course.
14:38At this level, this agenda will make this entry very, very hot,
14:44where all actors will be associated,
14:47given that the bills that will be debated concern the entire Moroccan society.
14:54This entry is therefore characterized by a charged legislative agenda.
14:59What is, in your opinion, the approach adopted to debate the proposed texts,
15:03and adopted as well?
15:07First of all, there are bills that are in the works.
15:13For example, the bill on the right to strike.
15:17As you know, the right to strike is enshrined in the Moroccan constitution.
15:23We have been waiting for years for an organic law
15:26that will organize the conditions and modalities of the strike.
15:30At this level, we have several actors.
15:32Of course, there is the government, there are legislators, there are unions,
15:36there is civil society.
15:38It is a very important project that the Moroccans are waiting for.
15:44There is also the civil procedure project.
15:50This project has been adopted by the House of Representatives,
15:55and today we are waiting for its approval by the House of Councilors.
16:02On the other hand, there are lawyers who contest this civil procedure project.
16:09There is also the project for the criminal procedure.
16:15We know that it has been adopted by the government,
16:19and it will be presented, of course, for both chambers,
16:22whether it is the House of Representatives and the House of Councilors, to be adopted.
16:26Of course, we are in the fall,
16:30and so it is the preparation of the financial law project
16:33that will be very structuring and very important in view of the conjuncture,
16:38in view of a financial law project that allows the government
16:43to manage the affairs of the government and the Moroccan state.
16:49So there are many projects.
16:52There is also the project of the retirement reform,
16:55which remains very, very important,
16:57given that there are two visions in relation to retirement.
17:01Do we stay in retirement,
17:04that is to say, the age of retirement,
17:06there is a lot of technical and calculation,
17:09the retirement age as it was before,
17:11or are we going to make a more liberal system,
17:15where the retirement age can be increased?
17:17So this is a debate that concerns the government, the legislator,
17:21but also the Moroccan society.
17:23There is also the family code project,
17:26a very important project for the Moroccans and for the Moroccan society.
17:30So overall, there are many very important bills
17:34that concern the Moroccan society and the Moroccans.
17:38And I think that this parliamentary meeting will be very, very intense
17:44to discuss all these projects,
17:48so that the Parliament can legislate and come out with laws
17:52that correspond to the expectations of the Moroccans and the Moroccans.
17:56And among the most anticipated texts are several bills,
18:00in addition to the legislative work related to the reform of the retirement system
18:05and the generalization of social protection.
18:09What do you think are the main issues of this parliamentary meeting?
18:14The main issues, as I said at the beginning, are time.
18:20This is the fourth legislative year.
18:22So this is the fourth year.
18:24We are facing next year.
18:26It is an electoral year.
18:28So the government, of course, after three years of executive exercise,
18:35is ahead, that is to say, the expectations that were promised during the elections.
18:41So the issues remain very important.
18:43And the implementation of these bills will be the image of the work of this government,
18:51given that there are several points.
18:53You mentioned the social state, which is a royal project and which is very important,
18:58and that it is necessary to allow the continuity of this project
19:02and the consolidation of this project on the various points,
19:08whether it is social security or all the points that concern it.
19:13There are also, when we talk about the issues,
19:17there are electoral issues that are in a year, at the end of next year,
19:22but that remain very important and that mark, that is to say, these bills,
19:27these bills that will pass, will mark, I mean, the work of this government.
19:32There are very important points.
19:34There is unemployment, there is NID, there is the dearth of life, there is inflation.
19:42So all these points must be taken into account in the elaboration of the bills
19:49that will be bills and that must, that is to say,
19:52meet the expectations of the Moroccans and of course in a social state
20:01that takes into account all Moroccans, whether adults, children, women
20:06and all social categories.
20:09In addition to this social agenda,
20:12there is the examination of the finance bill,
20:15which, according to the circular of the head of government,
20:18addressed to the ministerial department,
20:20sets four major priorities that reflect the government's guidelines.
20:24What is the analysis made of you?
20:27Yes, if we look at the four points on which the head of government
20:30and the circular were sent,
20:32it is the strengthening of the foundations of the social state,
20:35the consolidation of the dynamics of investment and the creation of employment,
20:39and the implementation, of course, of structural reforms,
20:43while maintaining public finances.
20:46So these four points fit perfectly in the social state,
20:50in the success and consolidation of the social state.
20:55This royal project concerns all Moroccans
21:01and responds in a fair way to the needs and expectations of all Moroccans,
21:09young and less young.
21:12This plan, this finance bill,
21:15must take into account all these expectations and the social state,
21:20but we must not forget that there is also an international conjuncture.
21:24Sometimes it is the increase in raw materials that sometimes impacts the finance project,
21:31and for this we are talking about the sustainability of public finances.
21:34There is also the drought that has unfortunately affected Morocco for six years.
21:39There are also problems that arise, for example,
21:43on agriculture in the face of drought and also hydric stress.
21:49So there are multiple issues.
21:51The finance bill must take into account, first of all,
21:55the social state, the success of the social state,
21:59but also the consideration that must be taken in relation to public finances
22:05in terms of the current conjuncture
22:12and in relation to the global political situation,
22:15which impacts in one way or another
22:18the prices of raw materials and which are sometimes inflation and life expenses.
22:23Parliamentary diplomacy plays a major role in defending national causes.
22:28How can we strengthen the performance of the representatives of the nation in this area?
22:36It is a very important role.
22:38Parliament must play its diplomatic role,
22:42or what is called parliamentary diplomacy or the diplomacy of the corridors,
22:46to consolidate this dynamic in Morocco
22:52in relation to the national question,
22:54in relation to the territorial integrity of Morocco.
22:58And this is the role of the parliament.
23:00So it is through agreements,
23:02and above all, not only agreements with partners,
23:06with parliaments,
23:08whether they are in our region,
23:11that is, in our continent or other continents,
23:15or bilateral partnerships,
23:17but above all, they must be dynamic.
23:20That is, when there are Moroccan parliamentary committees
23:23in our country or in our international institution,
23:28for example the European Union or the African Union,
23:31the committee or the representative of the Moroccan parliament
23:36must be in a dynamic that goes at the same speed
23:40as the dynamic of the government,
23:43of the Ministry of Foreign Affairs,
23:45and above all of the vision of His Majesty King Mohammed VI
23:49in relation to the national question.
23:53So the parliament must also be effective and efficient,
23:59as it is consolidated today,
24:03as we see it in relation to the openings of the consulates
24:07in the southern provinces of Morocco,
24:10recognized by the powerful and by countries in general,
24:14whether it is from all continents,
24:16whether it is Europe or the United States,
24:18or America or Asia or Africa,
24:20the recognition of the Moroccan identity of the Sahara.
24:22It is the role of the parliament to have a strong,
24:26realistic, effective and also efficient parliamentary diplomacy.
24:30And this, of course,
24:32in the priorities of the great orientations of the Moroccan government.
24:36Ali Rahrechi, thank you.
24:38You are the owner of the SJPS Institute of the Mondial Police.
24:45And this concludes this newscast.
24:47Thank you for following it.
24:49We will be back on May 1st on TV Africa.
25:08You
