English learners are distributed throughout the schools, from kindergarten to grade 12. One out of four students in the public schools in California is an English learner, but one out of three of the students in the elementary grades lacks proficiency in English. This Educational documentary "Who is Accountable?" assesses the condition of education for public schools in Los Angeles California, and, we believe, has significant implications for the nation.
