During a summit with leaders of the European Union's 27 member countries on Oct 17, Ukrainian President Volodymyr Zelenskiy presented his "victory plan" to the European Union, pitching for a NATO membership invitation and a major increase in military support for Kyiv's campaign against Russia's invasion.

00:10Just a few words.
00:16The victory plan is a bridge to a successful second peace summit.
00:22You can help make this a reality.
00:25And this will protect not only Ukraine, but also Baltic states and Nordics and Poland,
00:32Balkans, other regions, other partners, which are in Russian sites.
00:39We propose placing on Ukrainian land a deterrence package that would either force Russia to
00:45participate in real peace negotiations or allow for the destruction of their military
00:50targets.
00:52It's the peace through threats approach for this point.
00:56It's about the appropriate missile package.
01:00Putin just must see that his geopolitical calculations are worthless.
01:06And an invitation now with membership later will have no political cost.
01:12It's a strong decision that requires nothing but determination.
01:17If we start now and follow the victory plan, we can end this war no later than next year.
01:24Dear friends, I presented the victory plan to our parliament, our people, and I have
01:29their support.
01:31And I think it's so important to have unity in our country.
01:36The goal of the plan is that it strengthens not only Ukraine, but also our entire community.
01:44We, as Ukraine's supporters, must do everything we can to step up our support for Ukraine
01:52in the weeks and months ahead, to put more pressure on Russia, to ensure that Ukraine
02:00can prevail, because the defence of Europe starts in Ukraine.
02:06They're fighting for the same values and same beliefs and same freedoms that we prize, and
02:12we owe them that duty to stand with them for as long as it takes.
02:16I mean, we, of course, we will see also the more detailed plan, but we support the victory plan.
02:23We believe that Ukraine must have victory against the aggressor country.
02:27It is for all of us important.
02:30It is about wider repercussions, implications.
02:33If we don't invest in supporting Ukraine as much as we can, as long as it takes right
02:39now, of course, the cost will be higher in the future.
02:43Yes, in the future, NATO will have as a 32 or 34th member, we will have Ukraine.
02:49And obviously, we want to be in a place where Zelensky and Ukraine from a position of strength
02:56is able to start talks with Russia.
02:59But till that moment comes, he can count on continuing support and Putin cannot count
03:05on us letting go of that support.
03:07The EU, we are on your side for as long as it takes.
03:12And whatever it takes, we know that you need more support, more military support and more
03:18financial support.
03:19Now, this is urgent, this is needed, and we left a good decision to see how we can speed
03:26up or we can make more efforts for more immediate support for the people of Ukraine from a military
03:32point of view, from a financial point of view.
