00:48Supporters of the bill contend that public arguments against having children are part
00:55of purported Western efforts to weaken Russia by encouraging population decline.
01:00President Vladimir Putin and his top officials in recent years have increasingly called for
01:05observing so-called traditional values.
01:09As Russia's population declines, Putin has made statements advocating large families
01:14and last year urged women to have as many as eight children.
01:18Since he sent troops into Ukraine in February 2022, the Kremlin leader has repeatedly characterized
01:24the West as satanic and accused it of trying to undermine Russia by exporting liberal ideologies.
01:30While some outside the Kremlin welcomed the passage of the bill, some women's rights activists
01:35were angry, saying lawmakers were looking for the cause of Russia's falling birth rate in the wrong place.
01:45The bill requires two more readings in the State Duma and the vetting of the Upper House
01:50of Parliament before being sent to Vladimir Putin for final approval.
