00:00For the first time, former Senator Laila de Lima faced the hearing of the House Quad Committee on War on Drugs by the current administration.
00:10This is a chance for them to confront former President Rodrigo Duterte.
00:15But the former president is no-show because his feelings are bad.
00:19That's what Mela Lesmora's live report. Mela?
00:23At this point, the hearing of the House Quad Committee continues.
00:32And one of the witnesses here is former Senator Laila de Lima.
00:39Are you retracting all the testimonies that you gave against Senator de Lima during that Senate investigation?
00:48Yes, Your Honor.
00:49At the final hearing of the House Quad Committee on illegal drugs and hominid extrajudicial killings during the time of former President Rodrigo Duterte,
00:59Retired Police Colonel Jovi Espinido also returned.
01:02He verified the first testimony of the hominid drug lord, Curwin Espinosa,
01:07about the hominid intent of selling drugs to former Senator Laila de Lima in illegal drug trade.
01:12He also fully returned his testimony against de Lima, who was killed by him during the Senate investigation.
01:19I am one also a victim.
01:21I just joined the list of drugs.
01:24Espinido even put a high value target.
01:27That's why I'm saying that the list is not true because I'm the victim.
01:32Did Senator put this on the list of liars?
01:35Mr. Chair, that's why I didn't put your name because you didn't follow their wishes until the end.
01:41Okay. That's one of the reasons, Your Honor, Mr. Chair.
01:44Espinido was right in front of de Lima when he gave a statement earlier.
01:49In the first instance, de Lima also gave a testimony in the Quad Committee on the war on drugs of former President Duterte,
01:56particularly in the Human Rights Reward System, which was initiated by the Mayor of Davao City, Duterte.
02:03According to a witness in the 2009 CHR investigation,
02:08during the first period of the DDS from 1988 to 2000, the assassins were paid 15,000 for every victim,
02:165,000 goes to the police handler and 10,000 to the assassins,
02:23who at the time consisted of rebel returnees aside from the active duty policemen who were their handlers.
02:31The MRRD sometimes personally gave out the kill orders and the reward money directly to the assassins themselves.
02:40Personally, former President Duterte would have been able to answer these accusations in the Quad Committee,
02:46but he didn't go there because it was a short notice and he also felt bad about it.
02:51Some congressmen also criticized the former president's lack of responsibility.
02:56House Deputy Minority Leader Franz Castro even asked to cite him as incontent if he will not attend the next hearing.
03:04The Joint Panel has yet to discuss this, but they insisted that Duterte's camera has no special treatment.
03:12Are we giving special treatment to a witness just because he is the former president?
03:20I beg to disagree, Your Honor, that we are giving special treatment.
03:25I am saying and stating for the record that we extend the courtesy due to a former president.
03:33I don't have any special favors here.
03:35If I missquote, that's the only thing I want to say.
03:43The issue of the assassinations of some former mayors during the administration was also discussed here in the Quad Committee.
03:53At this point, the one to blame for the interpellation of congressmen is former NAPOCOM Commissioner Edelberto Leonardo.
04:02Thank you very much, Mela Lesmora.
