00:00After the heavy flooding in many places caused by the Christine Flood,

00:04the question is again, where did the Php 1 billion fund for flood control projects go?

00:17This is how bad the flood that was caused by the Christine Flood in a large part of Cabiculan.

00:22The Bicol River Basin Development Program couldn't handle the heavy rain

00:26that's why the flood reached many places in Camarinas Sur.

00:30That's why the question is again,

00:32where did the Php 1 billion fund for flood control projects go?

00:38Senate President Cheese Escudero allocated Php 291.2 billion to the flood control project.

00:47This amounted to Php 353 billion in the 2024 national budget

00:52and for the 2025 budget, Php 303 billion for the flood control projects.

00:59He said that this will make the budget of the DPWH and other agencies more difficult in the Senate plenary debate.

01:05The DPWH said that the flood control projects are already there and there are more that are being completed.

01:10He said that this will help with the normal rainfall.

01:13But it's a different story now with the storms due to climate change.

01:18The flood control measures that have been implemented over the years would not have expected

01:24the rainfall in less than 24 hours that could have been distributed in 3 months' time or 4 months' time.

01:33It will rain at that one point in time.

01:36According to Maj. Lagmay of Project NOAA, a nature-based solution should also be studied.

01:41It is important not to build any structure for the normal rainfall and to plant more trees.

01:49Put a thick forest cover so that the water does not fall.

01:55Less erosion, less siltation.

02:00If there are more trees, the water will be absorbed.

02:04Don't make the river caved in.

02:06Even the flood plains need to be preserved.

02:09Disaster management is a big challenge in the cities, especially when the flood plains are already built.

02:14That's why Maj. Lagmay added that the study of decongestation or reducing the population in the cities should be done.

02:21It's good to think about it, especially in Metro Manila, because of climate change, right?

02:27In the past, there used to be a big flood every 100 years.

02:33But now, it happens almost every day.
