Pemerintah Kerajaan Arab Saudi akan menerapkan kebijakan baru yaitu mewajibkan bagi petugas haji, baik kloter maupun non kloter membayar paket Masyair atau biaya prosesi ibadah haji di Arafah dan Mina selama empat hari. Kewajiban bayar masyair tersebut akan berlaku pada musim ibadah haji tahun 2025 mendatang.

Disisi lain, Kementerian Agama menyebutkan pada penyelenggaraan ibadah haji tahun sebelumnya, petugas haji baik kloter dan non kloter tidak perlu membayar paket Masyair. Oleh sebab itu, Kementerian Agama menilai perlunya adanya penambahan anggaran dari Anggaran Pendapatan dan Belanja Negara (APBN) untuk membayar paket Masyair para petugas haji yang akan berangkat tahun depan.

Kerajaan Arab saudi juga berencana untuk mengurangi kuota petugas haji tahun 2025, menjadi separuh dari petugas haji 2024 yang berkisar 4.500 orang. Dengan demikian, jumlah petugas yang akan dikenakan layanan Masyair nantinya akan berjumlah 2.250 orang.
