00:00According to the World Risk Index 2024, the Philippines is leading in countries that are always experiencing calamities.
00:08Yes, we are on top of the list, but it doesn't mean we are not prepared because our situation is very unique.
00:16Say for example, now in these conditions, we have not yet finished the response and early recovery, this is the new typhoon.
00:24Just recently, we hosted the Asia-Pacific Ministerial Meeting for Disaster Reduction.
00:30This was attended by various countries, particularly located in the Asia-Pacific region and beyond.
00:38They are really looking at how the Philippines is handling this situation.
00:49Sometimes, one or two of them panic, they are anxious, but we are still following up.
00:58We try our best to address. Besides, we are the country that is surely non-negotiable, we have to be prepared.
01:09Like PO-3rd Glenn, PO-1st Marco Luna was also the first to experience what was left behind by Hurricane Christine.
01:22He is the team leader of one of the groups of the Philippine Coast Guard Station, Camarinas Sur.
01:29The force of the water was very strong and it rose quickly. We had a hard time maneuvering our boat.
01:40The current, ma'am, the force of the water, wherever it came from, from right to left, from front to back, it was really hard.
01:49Our boat was almost swept away by the households.
01:55PO-1st Marco has been in the service for 30 years, but this is his worst experience in his service.
02:05It was really scary, especially at night, the force of the water. It was really hard.
02:13We were rescued at night. We were tied up so that our boat would be able to move forward.
02:23Then we were tied up again so that our boat would be able to move forward.
02:27Boat, 1, 2, 3, up, 3, up, 1, 2, 3, up.
02:36But even after Hurricane Christine, PO-1st Marco is still on standby due to the bad weather monitoring.
02:44We have rescuers who were stranded in their homes, in Bula. Let's do everything we can. Pull out.
02:58PO-1st Marco also distributes some standard procedures whenever they have rescue operations.
03:05When putting on the helmet, we have to make sure that it's locked so that it won't come off.
03:10Then, we have to make sure that it's properly fastened.
03:13This is the proper way to put on a life jacket.
03:16We should be able to attach it to the bottom.
03:19Because if we don't attach it properly, there's a tendency for it to come off when we're in the water.
03:28In 2010, the Republic Act 10121 was passed, or the National Risk Reduction and Management Act.
03:36It aims to strengthen the disaster response in countries like the Philippines that are hazard-prone.
03:42This is one of the strongest elections that we have witnessed here.
03:48It's very important.
03:49Even if they say, yes, let's do it again and again, or even if we've already said it, let's do it again and again.
03:56It's important for our fellow countrymen to see what we mean when we say that we're strengthening our capacity.
04:09Especially the first two pillars, prevention and mitigation.
04:13This includes early warnings, dissemination of information, and science-based, modern technology.
04:24So that we can inform our public.
04:29One of the developed platforms of the Department of Science and Technology, or DOST, is the HazardHunterPH app.
04:38It contains different hazard information and assessments of each place in the Philippines.
04:45This will help to prepare for the calamities that may come to the country.
04:51In addition, they also provide recommendations on what to do if a place is in a hazard-prone area.
05:01Being a rescuer is a life-long task.
05:04It's not a simple job because a lot of things can happen.
05:08Sacrifices are hours, strength, and life.
05:13My wife tells me, you have more time at work than our family.
05:19You don't get to know your child.
05:22You're always at work.
05:25That's the part that's painful as a rescuer.
05:29You're far from your family.
05:33But no matter how hard PO 3rd Glenn and PO 1st Marco's duties are,
05:39they will continue to be true to their service,
05:42to the well-being of their families, and especially to other people.
05:49Even though one of their feet seems to always be on the ground.
