00:00President Ferdinand R. Marcos Jr. passed two important laws
00:05that will help to strengthen our rights in our territories
00:09and protect our natural resources.
00:13This is what Kenneth Paciente wrote.
00:16With the aim of strengthening the sovereignty of the Philippines
00:19and making its territory clearer,
00:22President Ferdinand R. Marcos Jr. signed two laws,
00:26the Philippine Maritime Zones Law and the Philippine Archipelagic Sea Lanes Law.
00:30According to the President, the Philippine Maritime Zones Law
00:33will make the maritime entitlements of the country clearer,
00:36as well as its clause
00:38that is anchored in the United Nations Convention on the Law of the Sea or UNCLOS.
00:42He will also establish it in the maritime jurisdiction of the Philippines
00:45that will ensure that the rights of the country as an archipelagic state
00:49will be clearly established
00:51so that Filipinos can benefit from the riches of the Philippine waters.
00:56Our people, especially our fisherfolk,
00:58should be able to pursue their livelihood free from uncertainty and harassment.
01:04We must be able to harness mineral and energy resources in our seabed.
01:10Maintaining the primacy of the UNCLOS
01:12and the 2016 Arbitral Award as our beacons in the maritime domain,
01:17the Philippines reaffirms its sovereignty,
01:20sovereign rights, and jurisdiction in our waters.
01:24By defining and asserting our maritime zones,
01:28we project to the international community
01:30that we are staunchly committed to nurturing,
01:34cultivating, and protecting our maritime domain.
01:38While the Philippine Archipelagic Sea Lanes Law
01:40will strengthen the maritime and aerial policies of the Philippines
01:44through the establishment of routes for international vessels.
01:48Through this, arbitrary international passage
01:52of foreign vehicles into the Philippine waters
01:57will not be regulated.
01:59According to the President,
02:00this will still be carried out under the UNCLOS
02:02while maintaining the principles of equality and diversity in other countries.
02:08The designated archipelagic sea lanes and air routes
02:11aim to facilitate safe passage for foreign ships and aircraft
02:15without compromising our national security
02:18nor diminishing our capacity for good environmental stewardship.
02:23These sea lanes will offer continuous,
02:26expeditious, and unobstructed transit for vessels and air transport
02:32while obliging them to comply with navigational regulations and procedures
02:36as well as with the air rules of flight safety and protocols.
02:41In addition to the President,
02:42the two laws are important to show the country's importance
02:46in the International Rules-Based Order.
02:48It will also show the Philippines' commitment
02:51to safeguarding the maritime zones of the country
02:53as well as protecting its maritime domain.
02:56These laws will also support the establishment of international laws
03:00and show the Philippines' responsibility
03:04to the international community.
03:06The President hopes that through these two laws,
03:09the country will strengthen its protection of the maritime interests of the country.
03:13I therefore call on all concerned government agencies
03:16and the local governments to review rules and regulations
03:20against these new laws
03:21with a view of undertaking the necessary steps
03:25for their effective implementation.
03:28The National Maritime Council approved the two laws.
03:32It will show the country's willingness
03:34to protect the vast maritime resources of the Philippines.
03:38These important legislations underscore our commitment
03:42to adhere to international law,
03:45particularly the United Nations Convention on the Law of the Seas.
03:49They provide essential guidelines for navigation
03:52and the sustainable management of our waters,
03:55promoting maritime safety, security,
03:59and responsible stewardship of our precious marine ecosystems.
04:04Under Senator Francis Tolentino,
04:07the Philippine Maritime Zones Act and the Philippine Archipelagic Sealings Act
04:11will serve as the implementation of the 2016 Arbitral Ruling
04:14in which it established the Philippines.
04:17However, the Senator insisted that although there is such a law,
04:20it will not be recognized by other countries.
04:23We don't expect an instant recognition on the part of China
04:28because they have been disregarding international law.
04:33This will help us because our concerns,
04:37number two, the Republic Act 12065,
04:40they already know where the big ships will pass.
04:44That will not happen again in the Sambales-Santa Cruz area.
04:48In Sambales, our small boats will be hit by big ships.
04:52But according to the DOJ,
04:54it will still be difficult for the Philippines to implement
04:57because its implementation is not based on the recognition of other countries.
05:01Legislators and stakeholders also recognized the determination of the President
05:05after the successful implementation of the two Arbitral Rulings
05:08after 18 years.
