02:57In July, the NBI revealed the discovery of 1,200 fake birth certificates in Santa Cruz,

03:26The densely populated NCR is among the most vulnerable regions.
03:30The survey conducted by the Harvard Humanitarian Initiative or HHI finds that Filipino self-reported
03:35disaster preparedness level increased by 42 percent, showing an average score of 19.2
03:41out of 50.
03:42Still, the HHI notes the score remains relatively low for a disaster-prone country.
03:48The Cordillera Administrative Region reports the highest level of preparedness with an
03:52average score of 24 out of 50, followed by Central Visayas with 21.5 and Western Visayas
03:58with 21.4.
04:00Filipinos score highest in information, but only a small percentage take steps to prepare
04:04for disasters, such as assembling go-bags, 27 percent, stocking up on medications, 32
04:11percent, and having adequate insurance, 25 percent.
04:16Argentine authorities say three people have been charged over the death of One Direction
04:20singer Liam Payne.
04:22Authorities say this includes a suspected drug dealer, a hotel employee who may have
04:26provided Payne with the cocaine, and a person who was close to the singer.
04:30All are accused of playing a role in giving Payne the drugs.
04:33The hotel employee is accused of giving Payne cocaine at least twice during his stay, and
04:37the alleged drug dealer, believed to have provided it twice more two days before his
04:41death.
04:42The person who was visiting with Payne is also charged with abandonment of a person,
04:46followed by death.
04:47Payne fell from his Buenos Aires hotel balcony last month.
04:50An autopsy reveals traces of alcohol, cocaine, and a prescription antidepressant in his system
04:55when he died.
04:56Payne's body has been flown back to his native England.
