00:00As the typhoon Ophel rises near Luzon, based on the 5 a.m. bulletin of Pag-asa,

00:12the typhoon hit 595 kilometers east of Dayat, Camarines Norte.

00:17Tropical Cyclone Wind Signal No. 1 in Cagayan, along with the Babuyan Islands,

00:24northern and central portions of Isabela, Bung Apayao, eastern portion of Calinga,

00:30and the easternmost portion of Mountain Province, and of Ifugao.

00:36Expect moderate to heavy rains in Isabela and Cagayan

00:40in the next hours that may cause floods or landslides.

00:45Pag-asa has a chance of a possible flood or storm surge.

00:50It may reach 2.1 to 3 meters in some coastal areas of Batanes, Cagayan, Ilocos Norte, and Isabela.
