Chris Philp has called for different guidelines around non-crime hate incidents. The shadow home secretary warned that officers should not be wasting time and resources by "policing thought". "I would like to see the police concentrating on actual criminality rather than policing thought and the police should only pay attention to things that are not criminal if there is a real and imminent danger and escalation of behaviour," he said.

00:00I would like to see the police concentrating on actual criminality rather than policing thought.
00:06The police should only pay attention to things that are not criminal if there is a real and
00:10imminent danger of escalation into actual criminal behaviour. I am concerned that police
00:16time is being taken up on things that frankly it shouldn't be. The public expect the police
00:20to be dealing primarily with crime. So I'm calling today for the government to change the guidance,
00:26to make clear where the police should be spending their time. But I'm also giving a speech later
00:30today to police chiefs and police and crime commissioners and I'm going to make the point
00:34to them as well. I'd like to see a tough action on gangs. It's gangs often that create this
00:40atmosphere of fear amongst our young people. I'd like to see more work done in terms of early
00:46intervention to identify young people often at quite a young age who are at risk so they can be
00:51helped and supported. But I'd also like to see a tougher law enforcement approach on the streets.
00:56I'd like to see more stop and search done, of course lawfully and respectfully, to take knives
01:00off the street. You know if perpetrators are searched before they can stab someone,
01:05obviously that's going to save lives and protect people.
