00:00We received a 32-year-old girl, but she still does not have one of the most important documents, the birth certificate.

00:12She is having a hard time getting it now because her entire family is not registered for childbirth.

00:19Your Kapuso Action Man has found a solution for this.

00:2232-year-old Sian has a problem.

00:29Within more than three decades, she did not have an important document of identification, her birth certificate.

00:37We were not registered by our parents. I don't know the reason why.

00:44She tried to get a delayed birth registration from the local civil registry.

00:51But...

00:52The lack of supporting documents, such as the birth certificate of my parents,

00:58because they really don't have a record.

01:01And I don't wonder if we don't have a record because they don't have one either.

01:07The question is, will she be able to get a birth certificate since her entire family does not have a birth certificate?

01:14I also don't know where to get it.

01:18Your Kapuso Action Man contacted the Philippine Statistics Authority.

01:21According to the agency, the case of Sian's family is included in their Birth Registration Assistance Project or BRAP,

01:30especially with the 3.7 million Filipinos who do not yet have a birth certificate in the country based on the 2020 Census of Population and Housing.

01:41The process will go through a thorough investigation before the other requirements that are included in the Circular Memorandum 2024-17 and 17-A are waived.

01:52We recognize that we have fellow Filipinos. It is really hard to produce their supporting documents.

02:00Our PSA in Bicol, in our regional office or in our province, can facilitate the out-of-town process of delayed registration.

02:13Sian is very thankful that her family's delayed birth registration is now rolling.
