00:13Honourable Vice President Bharat Jagdevji, Honourable Leader of the Opposition,
00:21Honourable Ministers, Members of the Parliament,
00:27Honourable Chancellor of the Judiciary,
00:32Honourable Members of Parliament, Ladies and Gentlemen,
00:39In this historic Parliament of Guyana,
00:43all of you have invited me to be a part of it.
00:52I am very, very grateful to you.
00:57Just yesterday, Guyana gave me its highest honour.
01:05For this honour, I thank every citizen of Guyana from the bottom of my heart.
01:23Every citizen of Guyana is a star for me.
01:35I thank every citizen of Guyana.
01:42I dedicate this honour to every citizen of India.
01:50The relationship between India and Guyana is very deep.
01:57This relationship is made up of soil, sweat and hard work.
02:10About 180 years ago,
02:16an Indian set foot on the soil of Guyana for the first time.
02:23After that, no matter what the circumstances,
02:35the relationship between India and Guyana is filled with spirituality.
02:43The India Arrival Monument is a symbol of this spiritual connection.
02:54After a while, I will be going there as well.
03:01Today, as the Prime Minister of India, I am among you.
03:07But 24 years ago, as an inquisitor,
03:15I had the opportunity to come to this beautiful country.
03:22Usually, people prefer to go to such countries,
03:28where there is a lot of hustle and bustle.
03:35But I wanted to know and understand the history of Guyana.
03:48Even today, in Guyana,
03:51I will meet many people,
03:55who will remember the meetings I had.
03:59My journey so far,
04:03has a lot of memories attached to that journey.
04:08The passion for cricket here,
04:12the songs and music here,
04:15and the thing that I can never forget,
04:22and that is chutney.
04:29Whether the chutney is of India or Guyana,
04:36it is truly amazing.
04:40Friends,
04:43very rarely does it happen,
04:47that you go to another country,
04:52and the history of that country,
04:56seems like the history of your own country.
05:02In the last two and a half hundred years,
05:06India and Guyana,
05:10have seen the same kind of slavery,
05:14the same kind of struggle.
05:18In both the countries,
05:21there has been the same kind of freedom from slavery,
05:25and the same kind of hustle and bustle.
05:30In the fight for freedom here,
05:33and there as well,
05:37so many people have dedicated their lives.
05:42Here, near Gandhi ji,
05:47C.F. Andrews,
05:50the President of the East Indian Association,
05:54Jung Bahadur Singh,
05:57all of them,
05:58fought this fight for freedom from slavery,
06:03and got freedom.
06:08And today, both the countries,
06:11in the world,
06:13are strengthening democracy.
06:17That is why,
06:19today in Guyana's Assembly,
06:22I am going to present to you,
06:24a message from me,
06:27on behalf of the 140 crore Indians,
06:30on behalf of the 140 crore Indians,
06:33I congratulate all the representatives of the Guyana Assembly.
06:42In Guyana,
06:45to strengthen democracy,
06:49all your efforts,
06:51are strengthening the development of the world.
06:57Along with that,
06:59in the efforts to strengthen democracy,
07:03we have to keep an eye on the global situation.
07:12When India and Guyana were liberated,
07:16there were different kinds of challenges in front of the world.
07:22Today, in the 21st century,
07:25the challenges in front of the world,
07:29are completely different.
07:32After World War II,
07:35the arrangements,
07:37and institutions,
07:39are being destroyed.
07:41After Corona,
07:44where there was a need to move towards a new world order,
07:51the world got entangled in other things.
07:58In these circumstances,
08:01today, in front of the world,
08:04the strongest mantra to move forward is,
08:08democracy first,
08:11humanity first.
08:15Democracy first teaches us,
08:20to move forward with everyone,
08:24to move forward with everyone,
08:27and to be a part of everyone's development.
08:31Humanity first teaches us,
08:34to move forward with everyone,
08:38and to be a part of everyone's development.
08:42When we make humanity first the basis of our decisions,
08:47then the results,
08:50are the ones that will strengthen humanity.
08:55Friends,
08:57our democratic values,
09:00are so strong,
09:02so strong,
09:04that while walking on the path of development,
09:08in every up and down,
09:12we become stronger.
09:16In the creation of an inclusive society,
09:20there is no other medium,
09:23that is greater than democracy.
09:27No matter what is the ideology of the citizens,
09:32no matter what is their background,
09:36democracy,
09:38gives every citizen,
09:41the guarantee of his rights,
09:44the guarantee of his bright future.
09:49And both our countries have shown together,
09:53that democracy,
09:56is not just a law.
10:01It is not just a system.
10:04We have shown,
10:07that democracy is in our DNA,
10:11in our vision,
10:14in our behavior.
10:18Friends,
10:20our human centric approach,
10:23teaches us,
10:26that every country,
10:28every citizen,
10:31is equally important.
10:34That is why,
10:36when it came to uniting the world,
10:40then India,
10:43during its G20 presidency,
10:48one earth,
10:50one family,
10:51gave the mantra of one future.
10:55When the corona pandemic hit,
10:59when the entire humanity faced challenges,
11:03then India,
11:05gave the message of one earth, one health.
11:10When the challenges related to climate,
11:13had to be combined with the efforts of every country,
11:17then India,
11:18gave the vision of one world,
11:21one sun,
11:23one grid.
11:26When to save the world from natural disasters,
11:33collective efforts were necessary,
11:37then India,
11:39CDRI,
11:41that is,
11:43Coalition for Disaster Resilient Infrastructure,
11:48took the initiative.
11:51When a large network of pro-planetary people had to be created in the world,
11:59then India,
12:01started a global movement like Mission Life.
12:07Friends,
12:09Democracy first,
12:12Humanity first,
12:14On this spirit,
12:19today India,
12:21as a global friend,
12:24is fulfilling its duty towards the world.
12:30In any country of the world,
12:34in any crisis,
12:37our honest effort is,
12:41that we reach there as first responders.
12:47You have seen the era of Corona,
12:53when every country,
12:56was committed to its own safety.
13:00Then,
13:02India,
13:04with more than 150 countries of the world,
13:11shared medicines and vaccines.
13:25I am happy,
13:28that India,
13:30in that difficult time,
13:33was able to help the people of Guyana.
13:39In the world,
13:42wherever there was a situation of war,
13:47India,
13:49came forward for relief and protection.
13:53Be it Sri Lanka,
13:56be it Maldives,
13:59in whichever countries there was a crisis,
14:02India,
14:04moved forward,
14:06without the help of selfishness.
14:11From Nepal,
14:14to Turkey,
14:16and to Syria,
14:18wherever there was an earthquake,
14:22India,
14:24came forward first.
14:27This is our culture.
14:30Whenever,
14:33with selfishness,
14:36we move forward,
14:39we never move forward,
14:42with the intention of expansion.
14:46We,
14:48have always stayed away,
14:51from the thought of,
14:55taking over resources.
14:59I believe,
15:02be it space,
15:04be it sea,
15:07this should not be a topic of universal conflict,
15:11but,
15:13it should be a topic of universal cooperation.
15:17For the world,
15:20this is not a time of conflict.
15:24This is a time,
15:27to recognize the conditions that create conflict,
15:31and to remove them.
15:35Today,
15:37terrorism,
15:39drugs,
15:41cybercrime,
15:43there are so many challenges,
15:47that only by confronting them,
15:51we will be able to,
15:53plan for the future,
15:56of our future generations.
16:00And this is only possible,
16:03when we give,
16:05democracy first,
16:07humanity first,
16:10the center stage.
16:13Friends,
16:15India has always,
16:17based on principles,
16:20based on trust,
16:22and based on transparency,
16:25spoken up.
16:29If any country,
16:32if any region,
16:35is left behind,
16:38then our global goals,
16:41will never be achieved.
16:45That is why India says,
16:48every nation matters.
16:52I will repeat it again,
16:55every nation matters.
16:59That is why,
17:01India,
17:03considers island nations,
17:06to be not small island nations,
17:10but large ocean countries.
17:16Based on this sentiment,
17:20we have created the Sagar platform,
17:25for the islands connected to the Indian Ocean.
17:28We have also created a special forum,
17:32to connect the countries of the Pacific Ocean.
17:36With this noble intention,
17:39India,
17:41during the presidency of G20,
17:44included the African Union,
17:47in the G20,
17:50and fulfilled its duty.
17:57Friends,
17:59today, India,
18:02in every way,
18:05is on the side of global development,
18:10is on the side of peace.
18:14With this sentiment,
18:17today, India,
18:19has raised the voice of the Global South.
18:23India has raised the voice of the Global South.
18:27India believes,
18:30that the Global South,
18:33has suffered a lot,
18:35in the past.
18:38In the past,
18:41we have tried to develop,
18:44keeping nature safe,
18:47according to our nature,
18:50but many countries,
18:53have developed themselves,
18:56by harming the environment.
19:00Today, the biggest cost of climate change,
19:04is being paid by the countries of the Global South.
19:09To remove the world,
19:12from this imbalance,
19:15is very difficult.
19:17To remove the world,
19:20is very necessary.
19:23Friends,
19:25whether it is India,
19:27or Gyana,
19:30we too have aspirations of development.
19:35In front of us,
19:38for our people,
19:41there are dreams of giving a better life.
19:45For this,
19:47the voice of the Global South,
19:50is very important.
19:54This time,
19:57is the time of awakening,
20:00of the countries of the Global South.
20:04This time,
20:06is giving us,
20:08an opportunity,
20:11that together,
20:13together,
20:15we can create a new global order.
20:18And in this,
20:21Gyana,
20:23and all of you representatives,
20:27are playing a very important role.
20:31Friends,
20:33here,
20:35many women members are present.
20:40The future of the world,
20:43the one who will influence the future growth,
20:47is a very big factor,
20:51the half population of the world.
20:55In the past centuries,
20:58women,
21:01did not get the opportunity to contribute to global growth.
21:07There have been many reasons for this.
21:11This is not only the story of one country,
21:14not only of the Global South,
21:17but it is the story of the whole world.
21:21But in the 21st century,
21:24to ensure global prosperity,
21:29women are going to play a very big role.
21:34That is why,
21:36during the G20 Presidency,
21:40India,
21:42made women-led development,
21:46a big agenda.
21:49Friends,
21:51in India,
21:53in every sector,
21:56at every level,
21:58to give the role of leadership,
22:01a big campaign has been launched.
22:06In India,
22:08in every sector,
22:10today, women are coming forward.
22:13In the whole world,
22:16out of all the pilots,
22:19out of them,
22:21only 5% are women.
22:26Whereas in India,
22:28in India,
22:30out of all the pilots,
22:33out of them,
22:35only 15% are women.
22:44In India,
22:46in a large number,
22:49fighter pilots are women.
22:52In the developed countries of the world,
22:56in science,
22:58technology,
23:00engineering,
23:02maths,
23:04in STEM graduates,
23:07only 30-35% are women.
23:11In India, this number
23:14has reached more than 40%.
23:22Today,
23:24the command of India's big space missions
23:28is being managed by women scientists.
23:32You will be happy to know
23:35that India
23:37has passed a law
23:39to give women reservations in its parliament.
23:44Today, in India,
23:47at different levels of democratic governance,
23:51at different levels,
23:53women are represented.
23:56In India,
23:58at the local level,
24:00there is Panchayati Raj,
24:02local bodies.
24:04In our Panchayati Raj system,
24:08more than 14 lakh,
24:121.45 million elected representatives
24:19are women.
24:22You can imagine,
24:25in Gyana,
24:27women are representing the local government
24:32in more than twice the population.
24:42Friends,
24:44Gyana
24:46is the birthplace of the Latin American
24:51gateway.
24:53You can become a bridge
24:57between India and this vast Mahadev
25:01of opportunities and possibilities.
25:06Together,
25:09we can make the partnership
25:13of India and the world
25:15even better.
25:18Tomorrow, in Gyana,
25:19the India-Caricom Summit will be held.
25:25We have decided to strengthen
25:29every aspect of our partnership.
25:33Friends,
25:35for the development of Gyana,
25:38India
25:40is supporting
25:42every possibility.
25:44Whether it is investment in infrastructure,
25:47investment in capacity building,
25:52India and Gyana
25:55are working together.
25:58Whether it is the ferries
26:01or aircrafts
26:03given by India,
26:05they are very useful
26:08to Gyana today.
26:10In the sector of renewable energy,
26:14in the sector of solar power,
26:17India is helping a lot.
26:20You have organized
26:22the T20
26:24Cricket World Cup.
26:30India is happy
26:33that we were able to contribute
26:36in the construction of the stadium.
26:39Friends,
26:40our partnership related to development
26:53is now entering a new era.
26:56India's energy demand
27:00is increasing rapidly.
27:02And India
27:04is diversifying
27:07its resources.
27:10In this,
27:12we see Gyana
27:14as an important
27:16energy source.
27:19Our businesses
27:22should invest more in Gyana.
27:25We are constantly
27:27trying to do this.
27:30Friends,
27:32you all
27:34also know
27:36that India
27:37is a very big
27:40youth capital.
27:43In India,
27:46there is a quality education
27:49and skill development ecosystem.
