00:57Falsehood flies and truth comes limping after it. This government has us believe every February that this country's economy is going great guns.
01:07We are the fastest growing, most efficient global player. Everyone is getting employment, we're getting gas cylinders, we're getting electricity, we're getting pakka houses.
01:17This falsehood flies for about eight to ten months and then the truth comes limping after it.
01:23And now we are in December and the government says it needs another 3.26 lakh crores of additional funds over and above the budget estimate.
01:33The government and the ruling party coined the term pappu. You use it to denigrate, to signify extreme incompetence.
01:41Let me use the next few minutes to point out what the data, the statistics tell us as to who the actual pappu really is.
01:49NSO numbers were out yesterday. Industrial output has shrunk by 4% in October to a 26 month low.
01:58The manufacturing sector contracted 5.6%. Manufacturing is still the biggest generator of jobs.
02:0617 of the industry sectors that make up the index of industrial production have recorded negative growth rates.
02:13Forex reserves have fallen by $72 billion in under a year.
02:18The Honourable Finance Minister yesterday during question hour mentioned how apparently 50% of FII inflows into emerging markets are coming into India.
02:28Wonderful! But her colleague, the Minister of State for External Affairs, just last Friday in response to a question in this very house,
02:35stated that almost 2 lakh people, 183,741 people, renounced their Indian citizenship in the first 10 months of 2022.
02:47This exodus in 2022 takes the total number of Indians renouncing Indian citizenship under this government in the past 9 years since 2014
02:56to over 12.5 lakh people. This year has already seen more people giving up Indian citizenship than any single given year.
03:05High net worth individuals are willing to pay up to a million dollars to get citizenship of Portugal, of Senkits, of Greece.
03:14Is this the sign of a healthy economic environment? Of a healthy tax environment? Who's the pappu now?
03:21There is an atmosphere of terror in this country with the sword of the Enforcement Directorate hanging over businessmen and high net worth individuals.
03:29The ruling party buys lawmakers for hundreds of crores and yet members of the opposition represent 95% of lawmakers under investigation by the Enforcement Directorate.
03:40But forget politicians, they're tough. They can fend for themselves.
03:44Businessmen and high net worth individuals are soft targets.
03:47In the monsoon session, in response to a query from my honourable colleague from the JDU, Mr. Rajiv Ranjan Singh,
03:53the Finance Ministry informed this house that in the past 17 years, the ED has opened 5,422 investigations under the PMLA,
04:03but has convicted only 23 people. That is a conviction rate of a pathetic 0.5%.
04:12Since 2011, the ED has launched 1,600 investigations, 1,800 raids, and convicted only 10 people.
04:20In the supplementary demand for grants, I see that the government is asking for an additional 2,900 crores
04:27to buy land and ready-built office accommodation for the Enforcement Directorate.
04:32The taxpayers, you and I, are paying for the ED's operations, for their prosecutions, for their investigations, for their foreign junkets.
04:39So do parliament and public representatives have no right to ask this na khaunga, na khaane dunga Sarkar,
04:46who's presiding over the ED, why there is such a pathetic conviction rate of 0.5%?
04:51Is the ED's job only to harass people, or is it to actually track down and catch the perpetrators of financial crimes?
04:59What is this level of incompetence? Who's the pappu now?
05:02It is this government's rajdharma that should make the treasury benches sit down, listen to our voices,
05:08and not react like the proverbial khisiani billi.
05:11It requires enormous courage and tenacity to simply stand up here and speak the truth, and we are doing it.
05:18In contrast, the ruling party is moving from one incendiary issue to another,
05:23from the division of Bengal into North and South, to the Citizenship Amendment Bill,
05:28to releasing convicted lifetime murderers and rapists just before an election,
05:32to openly trying to challenge the judiciary into submission.
05:35You somehow keep hoping that you will scare India into submission,
05:39and you will keep winning power term after term, but it's not working.
05:44You just went to election in three states. With all your might, with all your resources, you won in only one.
05:50The president of the ruling party could not hold on to his own home state.
05:54Who's the pappu now? A certain honourable MP from the treasury benches,
05:59who's given to trespassing in high security zones,
06:03who goads us all with equal measure of falsehood and fake bravado.
06:07Yesterday took cheap pot shots at my state, the state of Bengal,
06:11with false claims of diversion of Manrega funds.
06:14To him I say this, Sir, don't push your luck.

06:49The ruling party does not denounce it, there is no outrage.
06:52A convicted murderer and rapist is publicly giving sermons while out on parole,
06:57and leaders of the ruling party are listening to it.
07:00You do not have the moral clarity to call out right from wrong.
07:03Who's the pappu now?
07:05People tell me to keep quiet, to make peace in the name of soft Hindutva.
07:10I am Hindu, but I refuse to play soft anything.
07:13What this country needs is an elected government which plays hard morality, hard legality, and hard economics.
07:20No soft anything.
07:22I urge this government and the finance minister to take control of the economy,
07:26and I urge the people of India to take control over who they give the reigns of this country to.
