This follows Ukrainian long-range attacks on Russian territory using Western-supplied missiles.
While Russian forces have not yet targeted government buildings in Kyiv, the capital is heavily defended by air defenses.
Putin, however, claimed that Russia's Oreshnik hypersonic missile, first tested in a strike on November 21, is incapable of being intercepted.
