00:00In 2014, we institutionalized the Integrity Management Program, or IMP, providing a clear
00:08anti-corruption framework.
00:10It served as a tool to enhance both individual and systems integrity across the bureaucracy.
00:17However, a decade into its execution, several challenges persist and proved to be unexpectedly
00:25complex.
00:27Challenges in implementation, evolving political climates, and systemic vulnerabilities remind
00:33us that the war against corruption is far from over.
00:37With this conference's theme, Pagpapatibay ng Kultura ng Integridad sa Bagong Pilipinas,
00:44we are called to go beyond implementing policies and protocols and to look deep into our core
00:49values to strengthen the culture of integrity.
00:53We must shift away from merely enforcing compliance with laws, rules, and regulations
00:59to steering our people towards the practice of integrity in their daily lives.
01:05Integrity that is rooted in katapatan, malasakit, pakikipagkapwa, and bayanihan.
01:12These need to be reinforced and sustained.
01:15This is the kind of transformation that we envision, which guides not only our systems
01:21of governance but our behaviors as citizens of this Bagong Pilipinas.
01:26Yet we all know that lofty ideals will not suffice.
