00:00After filing a complaint of impeachment yesterday, another impeachment complaint was filed against Vice President Sara Duterte Bukas
00:10according to Makabayan Block.
00:12Allegation of corruption and misuse of confidential funds is also the basis of this complaint.
00:18In the first complaint, 24 articles of impeachment were filed by the complainants.
00:25Jonathan Andal was the witness.
00:30In the second impeachment complaint filed against Vice President Sara Duterte,
00:3424 articles of impeachment were included in the four grounds for impeachment
00:40under the Culpable Violation of the Constitution and or Graft and Corruption
00:44under which it cannot be explained the spending of 125 million pesos of confidential and intel funds in 2022
00:53as well as the 650 million pesos of confidential and intel funds of the OVP and Education Department in 2023
01:01and the spending of 2,735,000,000 pesos of confidential and intel funds in its three terms as Davao Mayor.
01:11In the second grounds for impeachment, the bribery and or Culpable Violation of the Constitution,
01:17the allegation of those who claim that Vice President Sara Duterte was involved in ill-gotten wealth
01:23and was also involved in the money laundering of more than 111 million pesos deposited in her personal accounts.
01:29The complainants also accused Vice President Sara Duterte and her family of stealing and accepting 100 million pesos
01:36from well-known personalities in illegal drugs.
01:39The third grounds for impeachment is the betrayal of public trust.
01:43This includes the abandonment of Vice President Sara Duterte to the people
01:47in the aftermath of the Super Typhoon Carina and the flight to Germany.
01:51It also includes the non-condemnation of Vice President Sara Duterte as a foreign aggressor who bullies soldiers
01:57and Filipino fishermen in the West Philippine Sea.
02:00The last and fourth grounds for impeachment are other high crimes or heavy crimes
02:05including the direct or indirect involvement of Vice President Sara Duterte in the extrajudicial killings
02:10of the DDS or Davao Death Squad in Davao City when she was still the mayor there.
02:15It also includes the abuse and defense of Pastor Apollo Q. Buloy who is facing child abuse and sex trafficking.
02:22It also includes the allegation of Vice President Sara Duterte that she will swallow the lips of former President Ferdinand Marcos Sr.
02:28and will be thrown in the West Philippine Sea.
02:30She also made the statement that she thought the President was a pig.
02:33It was revealed that Vice President Sara Duterte has no mental fitness to hold a high position.
02:38Lastly, the confession of Vice President Sara Duterte that she has a contract to kill the President,
02:44First Lady, and the House Speaker if she is killed is also a heavy crime.
02:47After the complaint was released to the Office of the House Secretary General,
02:51based on the House Rules and Constitution,
02:53it will be passed to the Office of the Speaker that there are up to 10 session days to include it in the disciplinary debate.
03:00Up to 3 session days to pass it to the Committee on Justice
03:04that she will hold a hearing for impeachment and within 60 session days,
03:09it should pass the recommendation in the plenary.
03:12Every week, the session is only for 3 days.
03:14When it comes to the plenary, the vote is already there.
03:16The vote must not be less than 1 third of the chamber or 103 judges.
03:21For it to pass to the Senate where the Impeachment Court will be established
03:25where 2 thirds or 16 votes of the Senators are needed for the official to be impeached.
03:31The question is, with the number of processes that will pass,
03:33will it reach before the 19th Congress in June?
03:37You will remember the Corona case, Justice Corona.
03:40That took approximately around 4 months and a half.
03:44So the question is, what is our break? December 21.
03:49Will it be passed to the Justice Committee?
03:53If we start by January, then we will take a break by February,
03:59but we will resume by the election year in May.
04:03When will it happen? It's hard to say.
04:05I think because it's still December 18,
04:07the last day of the session of the House of Representatives,
04:10I am optimistic that there will be enough time
04:14and there is still time before the campaign period
04:21because the Congress session will resume by January 13
04:28after the holiday break.
04:30But aside from the impeachment complaint,
04:32Makabayan Blok said they will endorse a new impeachment complaint tomorrow
04:37that will invite 50 bodies from various organizations.
