00:00The Committee of the Camera will now recommend the filing of a criminal complaint regarding the expenses of confidential funds of the DepEd and the Office of the Vice President.
00:10Mary Grace Piatos, who is said to have received confidential funds, has no records in the Philippine Statistics Authority.
00:19Witness, Joseph Moro.
00:25Who is Mary Grace Piatos?
00:26Do you think he's a real person?
00:28There is no birth, marriage, and death certificate that has such a name in the record of the Philippine Statistics Authority.
00:34But a Mary Grace Piatos acknowledgment receipt was signed, which was sent to the office of the Vice President
00:41to explain how they spent the confidential funds of 2022.
00:45That's why the House Committee is looking for good government and public accountability.
00:50It is possible that the PSM will expand its search if the committee can provide additional information
00:55such as the name, place, and date related to the parents of Mary Grace Piatos.
01:00The acknowledgment receipt seems bogus.
01:03Maybe our next step is to check other names.
01:10What does this show?
01:12Officials in the Office of the Vice President, led by no other than Sara Duterte,
01:17invented the receipts to defend the wrong use of confidential funds.
01:29Now, there is a concrete proof that the money was not used properly.
01:37The committee also investigated in the NBI the signatures of other suspicious acknowledgment receipts.
01:43But what if the names used in the liquidation of CONFIFUNDS are not real?
01:48We asked COA, but the congressmen admitted that this is not clear.
01:53According to the committee that investigates the confidential funds of the Office of the Vice President and the Department of Education,
01:59they have enough information not only to restrict the use of confidential funds in a new law,
02:05but also to investigate criminal cases.
02:09This is for the complaint of bribery and graft and corruption.
02:12We are recommending the filing of charges against the staff of BP.
02:18The staff of the Vice President and DepEd, and even the Vice President, are not immune to corruption.
02:27The backstaff at her office is responsible for all of that.
02:33The committee did not account for the use of CONFIFUNDS in one of the articles of impeachment
02:38that was filed against Vice President Duterte yesterday,
02:41as well as the controversy in the life of President Bongbong Marcos, the First Lady and the House Speaker.
02:47Even so, the palace was shocked by the position of the President
02:51regarding the impeachment against the Vice President before filing a complaint.
02:56The President already made a clear and unambiguous statement
03:00that he would not support an effort to impeach.
03:05This is distracting. We have a lot of important things to do for the country.
03:12Any suggestion that this is political or instigated by our side, no.
03:24That is never true.
03:28Aside from what was filed yesterday, another impeachment complaint will be endorsed by Makabayan Block.
03:33It will be filed tomorrow by 50 entities from various organizations.
03:38We are also recommending the filing of charges against the office of Vice President Sara Duterte.
03:42For GMA Integrated News, I'm Joseph Morong, your soccer reporter.
03:47The Bureau of Immigration is investigating the filing of charges against Attorney Harry Roque.
03:52According to the BI, Roque used an illegal method to leave the country
03:57and Roque falsified an immigration clearance to receive his destination country.
04:03According to the possible complaint, the falsification of public documents.
04:08Roque first confirmed that he is no longer in the Philippines
04:12and filed his counter affidavit in the complaint of Qualified Human Trafficking
04:17by Lucky South 99 Pogo in Porac, Pampanga.
04:21He also claimed that he filed his counter affidavit in the Philippine Embassy in Abu Dhabi, United Arab Emirates.
04:28Roque did not file his license for Lucky South 99.
04:33He also said that he is no longer in Abu Dhabi, but he did not say where he is.
04:39The President of South Korea, Yun Suk-yol, declared an emergency martial law.
04:52He said in his late night address that this is a step to protect South Korea
04:57against the threat of the communist forces of North Korea.
05:01He also accused the opposition that the parliament is hostaging to put the country in crisis.
05:08The opposition leader also said that the parliament will try to get rid of the martial law declared by President Yun.
05:18According to the annual audit report of the Commission on Audit,
05:21the Office of the Vice President spent triple of the confidential funds in 2023 compared to 2022.
05:29Witness, this is Sandra Aguinaldo.
05:32If in 2022, the Commission on Audit approved the spending of the Office of the Vice President of its confidential fund,
05:40it came out in the annual audit report of the COA for 2023 that it tripled the next year.
05:47If we compare, Vice President Sara Duterte spent 125 million pesos of confidential fund within 11 days of 2022.
06:00The next year, it jumped to 375 million pesos for the whole year of 2023.
06:07According to the COA report, the confidential expenses are for the safe implementation of various projects and activities
06:15under the Good Governance Program, Socio-Economic Program Delivery,
06:19and official engagements or joining international and domestic events under the order of the President.
06:26According to the COA report, the expenses for domestic and international trips of the Office of the Vice President increased.
06:33In 2022, it spent 20.11 million pesos,
06:38which is equivalent to the amount shared by former Vice President Leni Robredo and current Vice President Sara Duterte.
06:45At the end of 2023, when VP Sara was appointed for the whole year,
06:50the travel expenses tripled to 42.58 million pesos.
06:55The amount of assistance shared by the OVP also increased.
06:59In the Computational GMA Integrated News Research,
07:02it was equivalent to 1.28 billion pesos for the assistance, subsidies, and welfare goods of 2023.
07:10It tripled the expenses of 2022.
07:13According to the COA, the welfare goods are relief goods and food boxes
07:17that are given to the needy like the victims of calamity.
07:21As for the expenses of the OVP,
07:23the Medical Burial Assistance, Hospitals for Medical Assistance Program,
07:28and Medical Physical Examination of OVP Employees and Personnel.
07:32However, the COA observed something in the distribution of welfare goods.
07:37It is not clear if these were distributed due to the lack of guidelines and procedures and control measures of the OVP.
07:45In Davao Satellite Office of VP Sara, there is a lack of inventory,
07:51like food items that are about to expire but have not yet been distributed,
07:56food items in the unventilated shipping container, and others.
08:01According to the report, the OVP used its funds for the socio-economic program delivery.
08:08The accomplishments of the OVP are higher than the target.
08:12We listened to the reaction of the Vice-Chairman of the Audit Report, but he has yet to respond.
08:17For GMA Integrated News, Sandra Aguinaldo, your witness.
