00:00Well, the first thing I want to do is to welcome you.
00:04And I feel very happy that you are here on this beautiful island of Puerto Rico.
00:10Well, I want to tell you that the consulate of the Dominican Republic in Puerto Rico
00:15provides different services to the Dominican community and also to any national
00:22who comes to seek services in a consulate.
00:26For example, passports are issued here.
00:30In other words, you don't have to go to the Dominican Republic.
00:33Here, the consulate functions as a public notary.
00:41All that power documentation is done here at the consulate.
00:46And it has validity as if it were a notary.
00:50It is also very important for us to be in permanent contact with the Dominican community
00:59to know what needs our community has.
01:04We have reached an agreement here on health issues with the municipality of San Juan,
01:10where services are provided.
01:13Not to those Dominicans who are regular, because those who have their documents
01:17do not have a problem, they can have insurance.
01:20But to those Dominicans who are in a regular way,
01:24we have achieved that they can also have access to health.
01:29We have signed an agreement with a cooperative
01:33so that they can also provide services to our citizens.
01:40We have signed an agreement with the Development Bank
01:44so that entrepreneurs can have access to loans of up to 4%.
01:52And we have also signed an agreement with the Superior Electoral Tribunal of the Dominican Republic
02:02where a Dominican had to go to the country and pay 3, 4 or 5 thousand dollars
02:09to resolve a situation of an error in his document, in his birth certificate, in his passport,
02:16for a letter.
02:18And that can complicate you, that you cannot make a transaction in a bank or a sale.
02:27And that now, just by coming here to the consulate and filling out a form,
02:33it does not cost you a penny.
02:35Because you sign an agreement with the Superior Electoral Tribunal
02:39and we give you that service for free.
02:41You fill out the form, it is sent there,
02:44the tribunal issues the sentence, it sends it to me and I solve the problem.
02:49Many problems have already been solved with that situation.
02:54That is to say that we are always, now with SENASA,
03:00we have also signed an agreement.
03:02There is a larimar insurance that guarantees, when a Dominican goes there
03:08and has a larimar insurance from SENASA,
03:11to go to the hospitals, to the clinics,
03:14and it is very good, like 10,000 dollars for the distribution of a corpse.
03:20That is to say that we have achieved, in a short time,
03:24but a lot has been achieved here in Puerto Rico.
03:28I want to publicly thank the country for the support
03:33that the government of Puerto Rico has given to our administration,
03:39to our Dominican community.
03:41That is to say that I am very happy to have achieved all this.
03:47Look, right now, it is a shame that you are leaving so soon,
03:53but on the 11th, I have a lunch with 100 Dominican prisoners,
04:00in the prison of Bayamón,
04:02and I am going to bring them the food, the pork, the sancocho,
04:09the bichuela con dulce, the moro,
04:12that is to say, the three hits, the mangu with fried eggs, cheese and salami,
04:19so that on that day, they are human beings,
04:21regardless of whether they are inmates or have committed a crime.
