00:00We just can't carry on like this.
00:02We're not getting the development we need.
00:04We're not getting the houses we need.
00:06We've got eight times average income for first-time buyers.
00:09People are priced out of getting a home,
00:12and I'm determined to change it.
00:13And Trevor, I've been underestimated quite a lot
00:16in my life, and I wouldn't allow the Prime Minister
00:18to put that target up there if I didn't think I could meet it.
00:21And I'm determined to do it because having a home
00:24is not just about a home.
00:26It's about security.
00:27It's about a job.
00:28It's about raising a family.
00:30And far too many people now can't do that.
00:33There is never going to be any underestimation of Angela
00:37Rayner in this studio.
00:38So let's just start from this point.
00:42If we are talking in four years' time,
00:44can you guarantee you're going to be able to say,
00:46Trevor, I've done it?
00:47I'm determined to make sure by the end of this parliament
00:50that I meet that target.
00:51I hate failure, Trevor.
00:52And that target is my target, so I've got to deliver it.
00:58But it does mean that we're going
00:59to have to make real changes to the planning system.
01:02We've already put $5 billion next year
01:05into additional funding into housing, $500 billion
01:08into affordable homes.
01:10There has to be lots of different parts
01:12of the system that works.
01:14And that includes, and I want to reassure people
01:16listening to this.
