00:39We will provide advisory, technical assistance to countries of the global south and east
00:46when it comes to the AI, and naturally we will also build on the contributions by the
00:53countries.
00:54We will implement joint projects building upon equal access to technologies, knowledge,
00:59and scientific achievements.
01:01This priority is enshrined in the national AI strategy.
01:04We are ready to help develop and apply generative models not only in Russian but also in other
01:10languages.
01:11The algorithms for such systems, as I've already mentioned, should be trustworthy,
01:16transparent, open, and unbiased.
01:18They should be developed taking into account cultural national peculiarities of every civilization
01:24with its history, identity, and traditions, and we cherish a lot these traditions.
01:32I am positive that a serious impetus to such cooperation will be given by the International
01:37Alliance of National Associations and Institutes in the AI Development of BRICS countries and
01:43other countries of interest.
01:46We will launch the work of this alliance today, as far as I understand, at the AI Journey
01:51Conference.
01:52It is clear that having one's own AI of new generation is one of the key conditions
01:59for scientific, technological, and what is important, ideological sovereignty of our
02:05country.
02:06Why am I talking about ideological sovereignty among other things?
02:10Because algorithms and the way the AI operates are set up, up until now, and mainly by people.
02:19They are guided by certain values, language, images, culture, understanding of history,
02:27traditions, national peculiarities, and national interests.
02:32In order to shape the future and the fate of Russia, we need to independently develop
02:38such technologies.
02:40But certainly, in interaction with those who are willing to work with us, let me add in
02:45this regard that the work in AI should be built on solid foundation, established by
02:50prominent Russian philosophers, secular and religious thinkers, historians, linguists,
02:58recognized authorities in humanitarian and cultural knowledge.
03:02Let me note that over the past year alone, the AI technologies have significantly changed
03:08the way various sectors look.
03:10For instance, the so-called creative industries, where it seemed that one cannot do without
03:19a human with his sense of harmony and beauty.
03:22To be honest, I thought that it was impossible, but currently these boundaries are erased.
03:28For instance, generative models create high-quality music of various genres.
03:33They interpret real-time speech into dozens of languages.
03:38They produce videos that cannot be distinguished from real-world footage.
03:44They make video games using a text or a picture.
03:49I've been told about that just now, as well as 3D models, digital trends for complex systems.
03:58This means that a revolution is on its way in engineering, in design and manufacturing
04:04of revolutionary components and devices.
04:09Artificial intelligence now understands, analyzes, even how to read images and videos, despite
04:16weather conditions and other hindrances.
04:19It opens up brand new opportunities for robotics, for the development of drones on land, in
04:26the air and in the water.
04:28Generative AI tools are quite accurate in forecasting natural disasters.
04:34They can analyze tables, diagrams.
04:37They can resolve the most complicated tasks in maths and physics.
04:42And they do it in the best way, using several steps.
04:46It is crucial that Russian companies introduce first these innovations in their work.
04:53They keep up with the times.
04:56Building upon new solutions as presented by the GigaChartMax service and Yandex presented
05:02the fourth generation of ChartGPT, T-Bank, MTS, VK company have made progress in their
05:11new models.
05:13I'm very happy to welcome you at the AI Journey Conference.
05:19It has already become one of the high-profile, awaited events at the international scale
05:26in science and technology.
05:29Colleagues have just told me that the conference is attended online and discussions are closely
05:36followed by millions of citizens of our country and all around the world.
05:44And some half of the audience are young people, young researchers and developers.
05:52They are directly involved in the production, development and the use of products and services
