A total of 2,634 illegal waste disposal sites have been shut down this year, involving around 1,500 tonnes of waste and incurring a cleanup cost of RM412,000, said Datuk Aiman Athirah Sabu.

The Deputy Housing and Local Government (KPKT) Minister informed Parliament on Thursday (Dec 12) that 28 court cases had resulted in convictions, with fines totaling RM490,000.

Aiman Athirah highlighted that KPKT, through SWCorp, will intensify efforts to combat illegal waste disposal such as inspections at disposal hotspots, monitoring via closed-circuit television (CCTV) cameras, and conducting raids and enforcement operation.

00:00The Ministry of Housing and Local Government is indeed serious about the issue of cleanliness
00:05related to the status of prosperity and health under the framework of Malaysia Medani.
00:10The KPKT, through the SW Corp, or the Department for the Management of Waste and Public Cleaning,
00:16has been responsible for reviewing the location and activity of waste disposal in seven countries
00:22including Johor, Melaka, Negeri Sembilan, Pahang, Kedah, Perlis, and Kuala Lumpur and Putrajaya.
00:35In terms of definition, this waste is a waste that exceeds two metric tonnes,
00:42which is disposed of in an unauthorised location and can be disposed of using lorries or trucks.
00:50In connection with this, the Ministry, through the SW Corp, has also made a mess and arrests at hotspot locations
00:57which often become a trap for irresponsible parties to dispose of waste in an unauthorised location
01:04and do not have a license under Article 672, which is as stated in Section 71, Section 1 and Section 14, Section 1.
01:13Throughout the year 2024, I would like to inform the countries that have adopted Article 672,
01:21a total of 2,634 waste disposal locations have been closed due to the RM412,000 cost of cleaning
01:31and a total of 1,500 metric tonnes of waste disposal.
01:37And a total of 28 lawsuits have been settled by the court with a fine of RM490,000.
01:46In addition, a total of 4,134 inquiries have also been carried out by the SW Corp authorities throughout the year 2024.
01:57The commitment of the KPKT through the SW Corp will continue to make an effort to clean these waste disposal locations,
02:05especially involving the seven countries, by implementing several measures.
02:09First, the implementation of a waste disposal location survey with the Malaysia Aerospace Agency, MISA,
02:16and will continue to be carried out from time to time to see the waste disposal location survey
02:22and the sharing of information through the potential monitoring system of waste disposal locations
02:28using high-resolution satellite images.
02:31And the SW Corp will continue to carry out a survey on the ground for further action.
02:36Second, monitoring using CCTV cameras in conjunction with those installed at waste disposal hotspots.
02:48Third, monitoring by members of the SW Corp authorities to ensure the presence of our members
02:55can be recognized by the public in order to reduce the risk of waste disposal activities.
03:01And the fourth is the operation and monitoring of waste disposal locations, as I mentioned earlier, Mr. Speaker.
03:06And for Section 71, Article 672, to establish a minimum penalty of 10,000,
03:14and the highest is 100,000, or 6 months in prison, or the highest is 5 years or both at once.
03:21And at the same time, we also continue to cooperate with the local authorities
03:26in the context that in BKL, we also have a complete control room, management center, transportation
03:33to detect the waste disposal activities around Kuala Lumpur.
03:40Mr. Speaker, KPKT is always committed, but at the same time, we also urge

03:57Tanjung Karang would like to ask the Honorable Minister of KPKT to state
04:01what actions can be taken against landowners
04:06who allow waste disposal illegally in the area of the owner. Thank you.
04:13Mr. Speaker, indeed, in general, most landowners will say that they do not give permission.
04:19But in Section 75 of Article 672, we will issue a notice to any places
04:26that we find their land being illegally disposed of.
04:30And the landowners must take action to clean it up.
04:34Failure to comply with the notice will be like what I mentioned earlier, a punishment and also a prison.
04:39In Section 71 of Article 672, Mr. Speaker also stated clearly
04:45that it is the responsibility of landowners and also the Prime Minister
04:49to avoid waste disposal.
04:52And if they find that their land is being illegally disposed of,
04:57they must inform KPKT in this context to the seven countries that accept the Article 672.

05:39or justifications so that these repeated mistakes
