00:00The House Squad Committee dismissed two personalities in their 13 public hearings,

00:05including the former PDEA chief Wilkins Villanueva.

00:09But instead of arresting him,

00:11the Church Of Christ of Latter-day Saints ordered his detention in January.

00:23Hearing none, the motion is approved.

00:26The House Squad Committee dismissed the former PDEA chief Wilkins Villanueva

00:31for his alleged misconduct and avoidance of questions.

00:35In the 13th public hearing of the Joint Panel,

00:37Quadcom Co-Chair Stephen Paduano

00:40dismissed Villanueva for his alleged warrantless arrest and interrogation of PDL Jed Pilapilsi.

00:48Jed is the husband of a drug suspect, Allan C.,

00:51who was arrested in Davao City in 2005.

00:56Paduano was outraged when Villanueva said that he has nothing to do with this.

01:02You're not respecting this committee's question of command and responsibility.

01:06Are you not lying?

01:08No, Mr. Chair.

01:09Also, Mr. Chairman, with that, I move to cite in contempt General Wilkins.

01:15I have already given you the answer.

01:20Usually, the arrest and detention order is followed by contempt,

01:24but in the Christmas season, the committee will implement the order.

01:29May I move that the serving of the penalty of contempt will be served

01:35when we come back after the holiday season in January.

01:39So move, Mr. Chair.

01:40I believe in the spirit of Christmas and I'm not even a Christian.

01:45So, in the spirit of your forgiveness, the season of forgiveness,

01:53Before that, the first one to be contempted by the Quadcom was Police Colonel Hector Grijaldo

01:58for repeatedly not attending the hearings.

02:01Grijaldo accused some of the Quadcom leaders

02:04of forcing him to sign the reward system under the Duterte drug war.

02:09The Joint Panel denied that.

02:11I think we've given him, what's his name, Colonel Hector Grijaldo enough leeway.

02:18We've been so kind to him and I think it's the right time to make an appropriate motion.

02:25If there are those who were contempted,

02:27there are also some personalities who were released from the contempt order of the Quadcom,

02:32including the former Bamban Tarlac Mayor Alice Guo,

02:35Cassandra Ong, Tony Yang, and Police Major Leo Larraga.

02:39On August 1, the Quadcom's hearings started

02:43and before the year ended, the Joint Panel submitted their findings to the UNPAC.

02:48We have decided to make the prohibition of this kind of killing separate

02:55or what we now call extrajudicial killings.

02:58From the pecking birth certificates we obtained,

03:02we immediately decided to give the power to the government agencies

03:08to cancel the fictitious and late registered birth certificates.

03:14Next week, the Quadcom is expected to present their progress report to the plenary of the Camera.
