00:00The Oreshnik Intermediate-Range Strike Complex has been a well-noted innovation.
00:20We have used it as a response to the Western long-range weapons being deployed in Ukraine.
00:30It was used in a non-nuclear form, and we must ensure mass production of these complexes
00:37to protect ourselves and our allies.
00:40They are working on the deployment and redeployment of missile systems in Europe and Asia-Pacific.
00:49And we used to have a treaty which regulated these activities, but it has now no longer
00:57in force.
00:58Due to the actions of the United States, we have underscored many times that we will not
01:05deploy intermediate-range missiles until the United States deploy similar weapons in a
01:12region of the world.
01:15That was essentially a unilateral obligation undertaken by Russia.
01:20But if the United States start deploying such weapons, then any and all such voluntary restrictions
01:26will be lifted.
01:29And considering the situation, we have to take additional measures to ensure our safety
01:35and the safety of our allies.
01:38Allies are racking up their military expenses, they're deploying their strike groups near
01:46our borders.
01:48And now there are over 100,000 troops in Europe, and this is far more than the warranted amount.
02:00They're also growing their presence in the Asia-Pacific.
02:05The United States is creating new military and political alliances that undermine the
02:13established security architecture that had been created over decades.
02:18The share of state-of-the-art military equipment in nuclear forces is now 95 percent, and the
02:27basic principles governing the use of such weapons have been updated.
02:33As outlined in the updated state nuclear deterrence policy.
02:39And once again, so that no one accuses us of nuclear saber-rattling, it is a deterrence
02:47policy.
02:49Our priorities include maintaining stability, strategic security, protecting territorial
02:57integrity and sovereignty of our country through the development of our strategic nuclear
03:06forces.
03:08And we will continue this work, creating new systems.
03:13The United States missile base was created 160 kilometers from our border in Poland.
03:22NATO countries are now adopting a new combat readiness system, which includes the deployment
03:33of 100,000 people in 10 days and 800,000 troops in several months.
03:46And American missiles, intermediate-range missiles, are now confirmed to be planned
03:56to be placed in Europe with flight times to Moscow about eight minutes.
