00:00Whether it's savings or unspent items in the Department of Education's fund,
00:06the addition to its budget in 2025 will go to Senate President Cheese Escudero.
00:11And this includes the Php 1 billion fund that was given to the DepEd Computerization Program
00:16in the past years, but it was not used.
00:20Watch Mav Gonzalez.
00:21From 2022 to 2024, Php 51.5 billion was allocated to the DepEd Computerization Program,
00:32according to Senate President Cheese Escudero.
00:34Earlier, Php 10 billion was allocated in 2022 and 2023,
00:39and in 2024, Php 16 billion was allocated, but DepEd did not spend it.
00:45Of the Php 51.5 billion allocated to the program, 70% was not used.
00:50That's why it's understandable why the allocation of the Congress for 2025 was like that.
00:56DepEd and Secretary Sonny Angara should know this because they reported to the Congress
01:02in the middle of the budget deliberations about the dismal utilization or improper use of DepEd's fund.
01:08Senator Aimee Marcos has a question.
01:10In the event of savings, it can be added, but it's a big hit.
01:16Do we really have savings?
01:18In the vast amount of funds that were allocated to the program, are we really sure?
01:25We are not sure.
01:27Meanwhile, our crisis in education, there is no doubt about that.
01:32Senator Migzubiri said that the President can call the BICAM again to fix this,
01:37but some members of the BICAM did not agree.
01:41I don't think there's any need for us to reconvene as a BICAM
01:45because we've already ratified it in both chambers, in both the Senate and in both the House.
01:50So we're very satisfied with the versions.
01:54Whatever will be the move of the executive within this time until the signing, let's just wait.
02:00The President can or may exercise his veto powers.
02:05Outside the Camera, there were protests by groups that opposed the changes in the budget that were put in the BICAM,
02:11particularly the reduction in the funds for education and services, and the bullying of the budget of the Congress.
02:17That's why we're calling for the BICAM to return this version.
02:24This can be done by the current Senate and Congress because they have the power to do this.
02:34The fund allocated for the Congress is P31.29 billion under the planned budget that was submitted by the Budget Department last July.
02:42But in the BICAM, it amounted to more than P50 billion.
02:46P17.3 billion was added to the Camera while P1.1 billion was added to the Senate.
02:52We are working hard to get the leadership of the Camera and the Senate in line with the increase in the budget of the Congress.
02:58As you can see, we are doing a lot of new structures and buildings, like for example this People's Center.
03:05Let's not also forget that the number of members of Congress is increasing.
03:10Some members of the BICAM cannot say where the added budget came from.
03:15I'm not privy to, although I'm in the BICAM as where it was really taken.
03:21But when you look at the budget, we also take particular interest in how we do it balance with all.
03:29I cannot pinpoint. I don't think it's from DepEd.
03:33The fund did not come from the subsidy that was removed from PhilHealth.
03:37No, it's not. The subsidy that was removed, like as previously explained, was used for the completion of the construction of the Philippine Cancer Center,
03:47the completion of the Mega Hemodialysis Center in the National Kidney,
03:52the continued expansion of the Lung Center of the Philippines,
03:55and the construction of specialty centers in various regional hospitals.
04:01For GMA Integrated News, Map Gonzales is your witness.
04:06As of now, according to the statement of Senate President Cheese Escudero,
04:10the DepEd Computerization Program's fund is P32 billion from 2022 to 2024.
04:18P28.5 billion or 89% of it is now obligated or expected to be paid.
04:27My dear friends, be the first to witness.
