00:00The House Quad Committee recommended the filing of a complaint against former President Rodrigo Duterte,

00:07Senators Sinabong Go and Bato Dallarosa, and several former and current officials of the PNP.

00:13This is related to the crimes against humanity for the drug war of the Duterte administration.

00:23Like the complaint filed in the International Criminal Court,

00:26crimes against humanity were recommended by the former President Rodrigo Duterte,

00:31Senators Sinabong Go, Bato Dallarosa, and others.

00:34This is included in the 43-page report of the House Quad Committee

00:38on the illegal drugs and illegal COGO operations in the country of the previous administration.

00:43The investigations brought to light a harrowing narrative of abuse of power and insitu...

00:51...of the drug war.

00:52The former PNP chief Oscar Albaialde and Debol Sinas,

00:58police colonels Ruyna Garma and Edelberto Leonardo,

01:01and former official Herminia Mooking Espino were also charged.

01:04Some personalities were also charged,

01:06including the possession of 360 kilos of shabu in Mexico Pampanga,

01:12including Mayor Teddy Tumang and several Chinese nationals.

01:15The three Chinese nationals were also charged with the murder of Davao Penal Farm in 2016

01:21and of Police General Wesley Barayuga.

01:24Additional investigations are needed for the personalities

01:28who were involved in the illegal COGO operations,

01:30including the former Mayor Alice Guo and the former presidential spokesperson Harry Roque.

01:35This is a defining moment for this Congress, Mr. Speaker.

01:39It is an opportunity to uphold the rule of law,

01:42protect our nation's sovereignty,

01:45and deliver justice to those who have been wronged.

01:48According to the hearing,

01:4930 bills were drafted to prevent such incidents from happening again,

01:54including reparations or compensation to the victims of EJK.

01:59Monetary reparations between P250,000 to P500,000

02:06as well as non-monetary reparations

02:09will be granted to victims and their families

02:12to be determined by the extrajudicial killing claims board proposed under the bill.

02:20The Quadcom immediately adopted the plenary report.

02:22The report will be sent to the appropriate government agencies for the filing of the relevant cases.

02:28We are working hard to get the support of former President Duterte

02:31and we are working to resolve the possible issue.
