00:02:09The article 258 of our constitution, that is 25 years old, has great challenges, has
00:02:36faced great challenges, but we have always solved these challenges and we have found
00:02:47the path of self-determination as a country.
00:02:54And now we see reflected on Sunday with big lines, with a people that was present in the
00:03:05territory and we ratified to the world that we want peace and that we will always act
00:03:15in the frame of the constitution with love, raising the great values that were granted
00:03:26by our leaders.
00:03:30And it was reflected on Sunday with something that gave us hope and joy, as we saw a lot
00:03:46of people demanding to express themselves through vote and we feel very proud and pleased
00:04:01that life and God has allowed us to live this moment and it has been the product of a big
00:04:12effort.
00:04:17And you, President, in order to finalize with my words, with my comments, on the 31st day
00:04:29of January, you made a call to all the Venezuelan states that it was the time for justice, justice
00:04:38of communal peace.
00:04:41You invited us to join and we accomplished this in a perfect manner.
00:04:50We all had the best disposition in order to show the world that Venezuela continues being
00:04:59a territory of peace and we have an army of men and women, patriots and brave, that are
00:05:09willing to defend peace and the motherland.
00:05:16Thank you, Mr. President, for your leadership and your conviction in showing us the way.

00:08:39I want to also say that we didn't do this alone.
00:08:48We have men and women from the National Assembly, the Ministry of the, the communal ministry
00:08:56of the people's power that are organized in one block.
00:09:03Only one, it is not possible to do this job with one, so we have to be in territories
00:09:15as one team, the team of peace, the team of harmony, the team of the re-encounter in the
00:09:23communities because the peace justices have one main objective, which is to find those
00:09:36men and women so we have to forgive and that's the task of peace and it starts with us.
00:09:44We have no other path, we have no other way but the peace in territories.
00:09:52I was talking to someone these days, we have to pray so the land can have products for
00:10:03economical stability and production, this is a blessed land and we have great things
00:10:11coming, we will have production and stability, economical stability, believe in that because
00:10:18we're walking by faith and not eyesight, but listen, we pray for economical stability.
00:10:35Yes we can have money, but if we have no peace, that money is useless, peace has to be preserved
00:10:45in the territories and you are elected because people believe in you, in this moment is where
00:10:57in every place that you were elected, you have to fulfill the main role, you have a great
00:11:09responsibility, as I said these days, we can't be only, we are authorities in our places and it is
00:11:28not only to have a plate, it is to help people solve their issues, their problems, we do not want lawyers
00:11:41looking for clients in the communities, we want justice to be present in territories
00:11:51and remember we are God's army and we are different from the rest, we don't want ordinary justice,
00:12:00we want a fast justice, quick justice, if there is a conflict in the community with kids,
00:12:09the criminal justice of peace has to go and solve that problem as fast as possible, we
00:12:19cannot wait for bureaucracy and we have to be aware of that, that's why we have a plan
00:12:27in order to form them in schools, at the university and in this moment we are mapping territories
00:12:42and the location that was given to us, names with their phone numbers in the electoral secrets
00:12:55and we get all the curriculums of you so we can have it in a database and we will be mobilized with teams
00:13:14in the whole country, very close to the places where you are, so it is important that 1.1 of this project
00:13:24is a permanent formation, now it is very important that each one of us in those spaces, in those places
00:13:48we have to have a place, a meeting place that will be granted by the communal ministry and you play a very important role
00:14:08because you can help us to locate those places where we don't have the maps, so we are a big team and we cannot do it alone,
00:14:23as I said at the beginning, we need your responsibility as well with the coordination issue,
00:14:33we cannot say I'm the president, I'm the president, it was established in the legislation coordinators
00:14:44that are going to be for three years, one year one coordinator, the next another one and the next another one, different ones.
00:15:02But we need coordination, we cannot say I'm the president and I decide here, it is communal peace justice,
00:15:14everyone in harmony because this project will be moving forward as we are compromised with it,

00:16:39the court of Supreme Justice, now the constitutional president of the Bolivarian Republic of Venezuela,
00:16:48first of all I want to express my happiness because of the historical moment that we lived on December 15th
00:17:11and as we are living today and I want to express my congratulations and blessings to all the judges, the justices of peace elected by the popular vote, direct and secret,
00:17:29around 28,000 justices of peace and justice that will start with their work under the command of the judicial power of Venezuela,
00:17:56I want to thank the president of the Supreme Court of Justice because of inviting us to this important act for the preparation of all the justices of peace,
00:18:16all of some of them elected in Caracas, Miranda, in La Guaira, also Carabobo, they are here, in Caracas I didn't listen to you clapping,
00:18:38you were shy, so I want to thank the electoral council of Venezuela, his president Luis Amoroso, the vice president Carlos Quintero,
00:19:01they did an exceptional work in this process that was organized in record time, because I signed the law to be executed on November 14th,
00:19:19and that same day with the faculties that law gives me, I summoned all the communal councils, the popular power, the people's power to elect their justices, their peace justices in the base of the territories,
00:19:44and we asked the electoral power as a constitutional dictates, they organized all the social and gremial events,
00:20:01it is awesome how in record time they organized the whole process in a perfect way, it was a manual process,
00:20:20it means that we can organize the elections fast, next year we have elections in 2025, they can be made manual, but you don't have sense of humor,
00:20:50you shake the far right when I say that, but I can say that this has been an impeccable electoral process,
00:21:05where all the neighbors participated in an incredible process that has to lead us to the reform and improvement of the political methods in the country,
00:21:27because it was a process where the neighbors met in record time, it was very fast, someone said let's leave it for January, 30 days more so they know the candidates,
00:21:44I said no, it has to be done because of constitutional necessity need, and let's do it now, we have to organize the processes as we move forward with this institution,
00:22:08you walked around, you met with 20, 30, 40, you knocked on doors, you were visiting neighbors with little papers and with the means of communication through telegram,
00:22:32I don't use whatsapp, I don't even name it, and I want to say my regards to the general accountant of the republic, the defender of the people, public defender,
00:22:54the vice president of the national assembly, Pedro Infante, the governors of La Guaira, Miranda, the chief of government of Caracas, to Carmen Teresa,
00:23:12to the minister Angel Comuna Prado, to Silita the beautiful, my wife,
00:23:25and honestly we should think about building a new society, a new political electoral system,
00:23:43and overcome the old methods of lie, demagogy, and electoral manipulation, and the humbles are the ones that have to make campaign and have access to high positions in the republic,

00:25:11and I think the time has come to legislate and end the lie, and that way of making policy where candidates lie and manipulate,
00:25:33as in the last campaign they were trying to impose hatred and violence looking for a civil war in Venezuela, and that cannot be possible,
00:25:50in my deepest being I ratify what happened on December 15, which is the most wonderful core of democracy, participative democracy,
00:26:15we are opening a new age of democracy in Venezuela, 25 years exactly, to build the basis, the foundations of a new democratic age, a new political culture,
00:26:35and we have to make it that way because of historical need, historical conviction, because it is part of the structure of our Bolivarian being,
00:26:54republican being, to build a republic that is for the people, and that belongs to the people, and with the people as the main character,
00:27:06the bourgeoisie always said this would be impossible, that they have to build a democracy of parties, welcome the parties of course, as a political form of expression, of doctrine, of ideology, of strength,
00:27:21of constructive strength, but democracy, the true democracy is the democracy of the people, of men and women, humble men and women,
00:27:33the true democracy is not that we see in the western hemisphere that has been imposed for more than 20 years, and we are making that fight, and we will win in Venezuela,

00:29:28we have to revive faith in the important values of the human being, faith in God, the creator, faith in that child that was born and we celebrate this in Christmas,
00:29:58this child Jesus, son of Mary and Jose, the one that was born and grew up in Nazareth, the one that became our Lord Jesus Christ, when he went to free the church from the merchants,
00:30:21that man that got sent and was born in Palestine, that was born as a Palestinian and died as a Palestinian martyr, when he was put in jail and tortured,
00:30:36that time they used to crucify the worst criminals, our Lord Jesus Christ was captured because of the treason, even though he knew what was going to happen to him, he was sent to sacrifice,
00:31:04he was tortured and then they humiliated him publicly, believing that with this the people back then would pass on to the people of the future,
00:31:31believing that we cannot look for justice, that we cannot talk with the truth, that we cannot bring good news, the good news of freedom and happiness for the people, as our Lord Jesus Christ said, they were wrong,
00:31:50they believed that by capturing him and torturing him and humiliating him publicly, he would die, his ideas would die, his messages and his power, and they didn't realize that they were making him bigger and bigger,
00:32:12when he resurrected, it was to create a new time, a new age, some religions qualify him as a prophet, I read the Koran and they named our Lord Jesus Christ more than 30 times,

00:35:04a new society, a new society based in love, a new civilization based in justice and equality, based in respect of the right to peace of the people,
00:35:20a new civilization that surpasses the decadence of the very decadent eastern civilization, western civilization, which is the modernity civilization, it's called the modernity civilization,
00:35:45so they imposed their modernity, so now they invented the post modernity,
00:35:59but how can I say here in this place full of men and women of justice, I can say today that modernity and post modernity of the decadent western civilization failed,

00:36:46we have seen bad examples, drugs, pornography, the destruction of the family concept, destruction of the concept of culture,

00:39:47very profoundly humanist, founded in the values of Christ and Bolivar, that's the framework, the theoretical framework in order to build what we are building.
00:40:09On December 15th we celebrated as we should, as these people should have celebrated the 25th year of the most democratic and profound constitution,
00:40:31and the one that was consulted for the first time and approved by the people,
00:40:39so how we had to celebrate it? In a protocol act? No, I had to celebrate it with the people, the streets, the territories and that's how it happened.
00:41:01I imagine that wherever our beloved commander Chavez is, I believe he once more on Sunday 15th he felt happy and very proud of his people because he planted a seed in the hearts and fresh minds of patriotism
00:41:31he became people, history, street, he became judge, men, women, I believe and I tell the people, 25 years after we are in the best time,
00:41:56we have the best conditions in order to transfer to the people all the power, to the Venezuelan people all the power to build a comprehensive power from the base.
00:42:16I said it yesterday in the big mobilization of the popular units of integral defense when they went to the streets with their weapons in order to reaffirm the military power of the people of the historical revolutionary block of the republic.
00:42:46I said it yesterday in order to pay homage in the streets to the past, to the immortality of Simón Bolívar, we are in the best time and as it was proven in weeks and months that will come,
00:43:11in order to consolidate the self-governments of territories and strengthen the communal territories in the country, to strengthen the communes, the communal circuits and move forward in the base unification in the territories.
00:43:31Next year we will have four consultations for projects, but we will also have a consultation for the youth projects and culture projects, so we will have six consultations.
00:43:53Also the national assembly approved the budget for 2025 that has an equivalent budget to 600 million of dollars for the community, for the people's power, for the communities that has to be delivered for projects.
00:44:23So 2025 will be a celebration of democracy and permanent participation, taking into account Mr. President of the electoral power, Carlos Quinteros, and all directors.
00:44:54We have three elections of the institutional democracy of the country. We have made 31 elections in 25 years. This is the only country in the world that has done it.
00:45:10And also a side note, we have won 29 of 32 elections. Next year we have elections to choose the mayors and municipal councils, an important institution.
00:45:29Now even more with this, we have come in the legislative councils and the mandatory elections for the national assembly, because the national assembly that was elected by the people in 2020 will have its last year next January 5th.
00:45:59Where the elected president will be sworn. I don't want to talk about it. It's not part of today's agenda.
00:46:18I will only say that the elected president, ratified by constitutional decision of the Supreme Court, is a friend.
00:46:34He has been summoned for the national assembly, the only one that is in the country, not the fake one, not the stupidity that the Americans recognize.
00:46:46And on January the 10th he will be sworn in peace with his people. Millions of men and women will be in the streets together with him.
00:47:01This is what we call a side note, a side comment.
00:47:11I see you are very excited, very happy.
00:47:29So I believe we are in the best time, a time as never before, in order to have an offensive of transference of power to the people, first in the government, the resources of republic to the people, and the people to elect the projects in their communities.
00:47:55It is very important. Self-government. In second place, the communal parliaments. We have to continue strengthening the legislative power, the self-government.
00:48:15In the third place, everything that has to do with the peace agreement, the territorial militias. We have to strengthen all of this and give more power to the people.
00:48:40And now we are going to build the people, as we said last Sunday, the judicial power in the communities.
00:48:53And I'm sure, I feel it, that the election of the justices and the establishment of all the structure of the committee of peace, communal justices,
00:49:17and with the establishment of all the communal peace justices, which is the meeting of the spokesperson of the communal peace.
00:49:34And now we have the rector, we have the team of justices of peace, and all of this will become an accelerator, a big band of the empowerment of the communities, and the construction and transference of power, comprehensive power, to the people.
00:49:58To build, we have to build in the bases, the foundations, so no elite can take that power from the people.
00:50:09The first power that has to have the people is their consciousness, and execute their sovereignty, and build a union, and the foundations, and motivate those who are not motivated, and summon those who not participate, and take care of that popular power, as you would do with your children.
00:50:39As you would take care of your family.
00:50:41We are in a very important moment in order to consolidate the transformation of our country, and we need to give all the support.
00:50:51I've been thinking, and I talked to the president of the Supreme Court of Justice, about all the support that all the justices need, with the instructions that have to be the guidelines of justices.
00:51:22And we even can make a song about it.
00:51:29We have to install the whole structure, this is very beautiful, in every communal council to have this spokesperson, so they have to summon the justice council.
00:51:59And with good methods, they have to, it was a balanced election, as you can see, 55% of justices are men and 45% are women.
00:52:29That's good news, that's very good news, almost half and half.
00:52:44We have been talking, and I've been taking notes, someone sent recommendations, and I took notes of all of them, of the formation process, the instruction process, all the budget, all the support in terms of budget in order to accelerate this process.

00:54:13The cultural houses, the communal houses where they are, and where they don't have it, we will build an operative and comfortable module as a house of peace.
00:54:32Minister, you do that, you are in charge of that, combined with the rectorial power, so we have to move forward in these aspects.
00:54:52But what we have done, we have done it with good quality, on time. Times in the world are accelerated.
00:55:06Our commander, Chavez, had a way to interpret this. He said, he used to say when I was a chancellor, sometimes he used to see me, I was unwell, and he was, wake up, Nicolás.

00:59:19Well, there is a world conspiracy against Venezuela. It is a far-right conspiracy. We have good institutions of intelligence. We have good friends in the world, in all the countries of the world.
00:59:41And we have people that are aware of what the National Assembly said after an attempt to take us to civil war after the fascist aggression.
01:00:04Because the only plan that the far-right has is violence, fascism. But you know, we are ready.
01:00:21So in Venezuela, there is peace, harmony, progress, recovery. Peace, peace, peace.
01:00:36They approved in August, September, the organic law against fascism and neo-fascism, and similar things.

01:05:04In these conditions, we shall triumph, because the blockade, when we move forward, as we're doing, transforms in a self-blockade against them.
01:05:20Because they self-blockade them from having good relationships with Venezuela, with all their ambitions and sanctions.
01:05:35We are a rebel country. We will not be slaves of anyone. Never. Never we will be slaves of anyone.
01:05:49We are the triumphant of Boyacá, of Carabobo, of Pichincha, of Unim.
01:06:08And we will always be the ones that triumphed in Ayacucho, the sons of the sun, the daughters of the sun.
