00:00Former President Rodrigo Duterte has not yet commented on the recommendation of the House Quad Committee

00:05that he was charged, along with some other personalities, with war on drugs by his administration.

00:10The reparation of the victims of extrajudicial killings is also being pushed to the camera.

00:17Here is my report.

00:22Just like the complaint filed in the International Criminal Court,

00:25crimes against humanity were recommended by former President Rodrigo Duterte,

00:29Senator Bong Go, Senator Bato de la Rosa, and others.

00:33This is what is included in the 43-page report of the House Quad Committee

00:37on illegal drugs and illegal pogo operations in the country of the previous administration.

00:42The investigations brought to light a harrowing narrative of abuse of power

00:49and institutional impunity during the Duterte administration.

00:55Witness testimonies corroborated by evidence revealed a system

01:01that incentivized the killing of suspected drug personalities.

01:06In the wake of the drug war, former PNP Chief Oscar Albayalde and Debol Sinas,

01:12Police Colonels Ruina Garma and Edelberto Leonardo,

01:15and former Malacanang official Herminia Mooking Espino,

01:19as well as other personalities involved in the possession of 360 kilos of shabu in Mexico Pampanga,

01:26including Mayor Teddy Tumang and several Chinese nationals,

01:30as well as those involved in the killing of three Chinese nationals

01:34at Davao Penal Farm in 2016 and Police General Wesley Barayuga.

01:38Additional investigations are needed for the personalities involved in the illegal pogo operation,

01:44including former Bamban Mayor Alice Guo and former Presidential Spokesperson Harry Roque.

01:49This is a defining moment for this Congress, Mr. Speaker.

01:53It is an opportunity to uphold the rule of law, protect our nation's sovereignty,

01:58and deliver justice to those who have been wronged.

02:02According to the investigation, there were 30 bills that were drafted to prevent such incidents.

02:08One of the bills is the reparation or payment to the relatives of the victim of the EJK.

02:13Monetary reparation between P250,000 to P500,000,

02:20as well as a non-monetary reparation will be granted to victims and their families

02:26to be determined by the Extra Judicial Killing Claims Board proposed under the bill.

02:34The Quadcom immediately adopted the plenary report.

02:37The report will be sent to the appropriate government agencies for the filing of the case.

02:43According to Senator Bong Go, he has been ordered to leave the court in case they are convicted.

02:48He also approved the Quadcommittee because some people were not allowed to speak in the hearings,

02:53even though there is no evidence against them.

02:55Senator Bato de la Rosa said that he is ready to face the complaints.

02:59This is one of the ways to destroy the Dutertes and their allies.

03:04He has great trust in our courts and he will still uphold justice.

03:08We are working hard to get the case of the former President Duterte and to bring it to the possible case.
