00:00President Bongbong Marcos' signing of the National Budget for 2025 is not tomorrow.
00:06According to Malacanang, there are parts of the budget that were vetoed or blocked by the President.

00:18President Bongbong Marcos' members of his Cabinet,
00:22including the Executive Secretary, Secretaries of Budget, Finance, Public Works, and National Economic Development Authority,
00:28the PAKSA, and the 2025 National Budget.
00:32The signing of the budget was supposed to be on Friday,
00:35but Executive Secretary Lucas Bersamin said that it will not continue because it needs time for a thorough review.
00:42It is not yet clear when the budget will be signed,
00:44but Bersamin confirmed that there are parts that will be vetoed.
00:48The leaders of the House and Senate have no objection to this because it is part of the process.
00:53Under Article 6, Section 27 of the 1987 Constitution,
00:57the President has the power to veto any law passed by the Congress.
01:02Under the Constitution, the President can veto particular items or just a part of the budget.
01:08As of now, the Bicameral Conference Committee passed a budget of almost Php 215 billion,
01:15which was added to the budget of the DPWH compared to what was included in the National Expenditure Program
01:20or the proposed budget adopted by the Executive.
01:24More than Php 17 billion was added to the Camera,
01:27and more than Php 1 billion was added to the Senate.
01:30Also, more than Php 11 billion was added to the budget of the DepEd,
01:34and the removal of the PhilHealth subsidy.
01:37The Php 26 billion budget was also added to the Ayuda para sa Kapos Angkita Program or ACA,
01:43which was removed from the Senate version but was returned to the Bicam.
01:46According to the law expert, Professor Dan Gatmaitan,
01:49removing a particular item is what the President can do.
01:53He cannot transfer it to another part of the budget that was removed from another program.
01:57For example, if the President vetoes the fund for ACAP,
02:01the fund can no longer be spent here even in another program.
02:05The money will remain in the National Treasury.
02:07If the PhilHealth budget is vetoed, the subsidy is now zero,
02:11the original allocation of Php 74 billion will not be returned.
