00:13and co-conspirators should be made accountable.
00:15Quad Committee Chairperson Ace Barber says witness testimonies corroborated by evidence
00:20revealed a system that incentivized the killing of suspected drug personalities.
00:25International humanitarian law defines other crimes against humanity as any of the following
00:29acts when committed as part of a widespread or systematic attack directed against any
00:33civilian population with knowledge of the attack.
00:37That includes willful killing.
00:39Besides these, the Quad Committee says Duterte, Garma, and Leonardo should be charged for
00:43being co-conspirators in the murder of three Chinese businessmen inside the Davao penal
00:47colony in 2016.
00:49Meantime, the committee also recommends a deeper investigation into the alleged drug
00:52ties of Davao City 1st District Rep. Paulo Duterte and his associates.
00:57It cites personalities implicated in the illegal drug trade based on statements from
01:01resource persons Jimmy Guban and Mark Taguba.
