00:00How are you going to balance the opportunities of AI that you talk about while addressing these fears?
00:06Well, there is a huge potential for AI, and obviously at the same time we've got to protect issues like copyright,
00:14so that's the balance we're trying to get right. We think we've got it in about the right place,
00:19but rather than just plough on with it, we're obviously doing a consultation,
00:22and we'll carefully consider the responses to that consultation.
00:26But the starting point isn't right. It's very much a starting point that's very heavily skewed towards the tech industry.
00:32You're proposing to take rights away and force creatives to opt back in to their own copyright.
00:39It's a bit like saying a burglar can nick all your stuff, and then that's all fine,
00:45as long as you've got a sign-up saying that that's not okay.
00:49Well, I don't see it like that. I think it's a question of how you get the balance right.
00:54There are some advocates of opt-in, some advocates of opt-out.
00:57We've put a proposal on the table, and we're consulting on it,
01:01and obviously when that consultation is over, we'll have a look at the responses that we've got.
01:06Okay, so yesterday the Minister for Creative Industries told the House that the government's proposals were untested anywhere in the world,
01:11and that we'll only progress them if there's a solution that meets all of the government's aims.
01:16So are you saying that once this consultation's over, if there's a solution that works for tech industries
01:22but not for the creative industries, you won't go ahead?
01:25No, we want to get the balance right, and there will always be disparate voices here.
01:31It's very unlikely we're going to get everybody saying the same thing and agreeing on the same proposition.
01:36We're at the cutting edge of AI. We're one of the leading countries in the world.
01:40We're in the top three. We're in a massively advantageous position, and we should take advantage of that, in my view.
01:46We need to get the balance right, but we'll go through the consultation.
01:50At the end of the consultation, will there still be different views? Of course there will be, and arguments as to where the balance should be.
01:57But we've put our proposal on the table. We're consulting about it, and we'll consider the responses.
