The popular Kazakh Ulysmedia writes about the destructive influence of the corporate lobby on the state apparatus of Kazakhstan Republic, as well as about the upcoming purge of lobbyists in the advisory and consultative bodies of the local parliament and government.
The Public Chamber under the Mazhilis (the lower house of parliament) appeared at the center of the scandal. The composition of this body is formed in a non-transparent manner, and a significant part of its members represent the interests of large financial and industrial groups of Kazakhstan, as well as foreign corporations.
In particular, we are talking about a certain Natalia Malyarchuk who previously headed the Kazakh branch of Transparency International nonprofit organization. It turned out that Malyarchuk lobbies the interests of companies within the perimeter of interests of the family of the former President of Kazakhstan Nursultan Nazarbayev, in particular, the gambling business and the payment services that serve it. Natalia Malyarchuk received money from PayDala, a company controlled by Nazarbayev's grandson Nurali Aliyev, for representing its interests in government agencies. She also organized the so-called "bookmakers' headquarters" that resisted the introduction of a ban on advertising bookmaker bets.
Apple and Amway became clients of the consulting company Markets Mentor, where Malyarchuk works. The status of a member of the Public Chamber gives Natalia Malyarchuk access to draft laws at an earlier stage of their consideration. At the same time, the Public Chamber has the authority to issue recommendations that are mandatory for consideration by deputies, containing amendments to future laws. Malyarchuk probably attracted other members of the Public Chamber to her large-scale projects, with whom she has friendly and partner relations – local media said.
As a result, a powerful lobby has formed at the very heart of the legislative process, working in the interests of big business. In fact, the authorities losing control over parliament, working in a non-transparent manner with the lobbyists rule the game. President Tokayev will probably make a decisive attempt to purge the parliament of the corporate lobby as early as early 2025. Given the presence of serious financial and administrative resources, this process will not be painless.
