19:52which was added by the Congress in their version.
19:55The unprogrammed appropriations is now P168 trillion.
20:00After an exhaustive and thorough review, we have directly vetoed over P194 billion worth of the line items
20:08that are not consistent with our program priorities.
20:11These include allocations for certain programs and projects of the Department of Public Works and Highways
20:17and those under the unprogrammed appropriations which increased by 300%.
20:23Under the approval of the DPWH, it is now clear that the allocation of funds for the education sector is the largest according to Palacio.
20:32This is one of the reasons why the Bicam budget was approved.
20:36This is contrary to the Constitution which states that the budget for education should be the largest.
20:43According to the P6.326 trillion budget,
20:46P1.055 trillion or 16.69% is for education,
20:51including the funds of CHED, TESDA, state universities and colleges,
20:56and the division of the funds for the high wages of teachers and the construction of classrooms.
21:01More than P10 billion was allocated for the computerization program of the DepEd,
21:05and it was not returned.
21:07But according to the DBM, this is one of the priorities for the allocation of funds under the unprogrammed appropriations.
21:13As long as we have additional revenue from the DOF,
21:17we can actually increase the budget of DepEd, specifically for computerization.
21:24P1.007 trillion or 15.93% is the largest budget for the DPWH.
21:30The projects that have been vetoed are actually some of the projects that we consider
21:37that are not totally supportive to the eight-point socioeconomic agenda of the government,
21:45of this administration.
21:47And besides, I think many of these projects are projects that need to be scrutinized
21:54and ready for implementation.
21:59These are some of the projects that are not ready for implementation.
22:02It was not vetoed, but the conditions for the allocation of funds for the controversial fund of ACAP
22:08or aid for low-income households included DSWD, DOLE and NEDA,
22:13which was allocated P26 billion.
22:15I applaud this because the aid should not go to the congressmen
22:19and their pork barrel can only be used.
22:22Who will really go to this ACAP?
22:26The services should be increased in exchange for the workers' aid.
